The President of the Western
Union Telegraph recently made an
elaborate argument before a C011
gresMonal Committee, against the
proposed union of the postal and
telegraphic systems. It was con
tained in a written document which
was devoted to a comprehensive
statement of facts connected with
the present condition of telegraphy
in Europe and the United States.
Mr. Orton showed that there are
a l'gt'i' number of telegraph of
fices, in proportion to the popula
tion, in the United States than in
any other country in the world.

the telegraphs are under the con
trol of the .Ministers of the Inte
terior. In Russia, Prussia and It-
.alv thev belong to the Ministers of
Public Works. In Belgium the
telegraph, railways and the post of-
nea iorm a general division, un
der the Minister of Public Works,
but are kept distinct. In Austria
the administration of the telegraph
and the postofhees were once uni
ted, but it was found expedient to
separate them. In Switzerland
the telegraph organization is near
ly the same as in Prussia. The ex
tent of the lines and wire belong
ing to the Western Union Tele
graph Company is more than twice
that of France, three times great
er than that of Prussia, and equals
the aggregated system of Austria,
Prussia, the lesser German States,
Italy, Spain, Belgium, and Switzer
land; and it is increasing in larger
ratio than any European system.
The Western Union telegraph has
lidded to its lines during the year
1808 more than. 5,000 miles of wire;
or as much as the entire system of
Belgium. In no country in the
world is there so vast a system of
lines, under one control, as in this
.country.

The following are the laws of Congress
touching the liability of subscribers to
newspapers:
1. subscribers who do not give express
notice to tbe contrary, are considered as
wishing to continue their subscription.
2. If subscribers who have not paid, or
der their papers stopped. the publisher may
continue to send them until paid.
3. If subscribers refuse or neglect to take
their papers from the office, they are held
responsible until they settle the bill and
order the paper disontinued.
4. If subscribers remove to another
place without informing the publishers,
and their papers are continued to the
former direction, they' can be held re
sponsible. 5. The Courts have decided that refusing
to take a paper from the office, or remov
ing and leaving it uncalled for is prima
facie evidence of intentional fraud on the
part of the subscriber.

the sum they pay for their support. Be
sides, every spirited citizen has a laudable
pride in having a paper of which he is not
ashamed, even though he should pick it
up in New York or Washington. A good
looking, thriving, live newspaper helps to
sell property, gives character to the lo
cality, and in all respects is a desirable
public convenience. If, from any cause,
the matter in the local or editorial columns
should not be quite up to your standard,
do not cast it aside and pronounce it of no
account, until you are satisfied that there
has been no more labor bestowed upon it
than is paid for. If you waut a good read
able sheet, it must be supported. The
local press is the " power that moves the
people'

to advertise, that they have been in the
place in business all their lives, and every
body knows them. Such people seem to
forget to take in consideration that our
country is increasing in population nearly
10 per cent, every ten years, and no mat
ter how old the place may be, there are
constant changes taking place; some
move to other parts, and strangers fill
their places. In this age of the world. un
less the name of a business firm is kept
constantly before the public, some new
firms may startup, and. by liberally ad
vertising, in a very short time take the
place of the older ones, and the latter rust
out, as it were, and be forgotton. No
man ever lost money by judicious adver
tising. The cheapest and best soap
