Carnegie Predicts a Combine Against
Bnglund She Will Turn to Us
For Help.
London, Juno 4. "Murk my words,"
Haiti Andrew Curnegie tonight ton repre
sentative of the Associated Pres", "the
time is coming when i In continental
powers will combine to smash up this
little inland of Great Britain. Whtu
that happens she will have to turn to
the United States for help. I feel certain
it will not be refused. The United State
will step in and say 'don't.' They will
act jiiHt aa Great Britain did in the
Spanish-American war. What she did
then was great, audit it) not half realized
yet."
Mr. Carnegie gave utterimue to these
HentimentB in the Lngheim hotel,
Loudon, where be had arrived from
Scotlund for the chamber of commerce
leathering. Until tonight he had stead
fastly refused to be interviewed. Ho
Burning the topic of Anglo-American
relations, Mr. Carnegie said :
"1 believe in the community of the
English. speaking race, by which I mean
that the Americans and British are now
closer than ever before. Could you get
a bettor instance than the visit of the
delegates of the New York Chamber of
Commerce to Windsor last Saturday? I
miggested it, and King Edward took up
the idea thoroughly. Jt was a fitting
commencement of the new reign.
"I know how deeply interested King
Edward is in the United States. I have
known this since tlio time, years ago,
when I drove him on a locomotive in the
United States, which, by the way, he
did not forget when we met under
different conditions.
'.'The idea that the visit of our dele
Kates to Windsor can lie in any way
construed as King Edward's recognition
of American commercial superiority is
nil nonsense. The king is full of tact,
and of friendship for our country."
'Do you think," Mr. Carnegie was
asked, "that British enterprise can be
sufficiently stimulated to meet American
competition?"
"Oh, they can't compete with ue," re-
plied Mr. Carnegie, with u smile.
"Would you advise the British people
to place their faith in combinations?"
jaid the interviewer.
"I'm out of business," responded Mr.
Carnegie, "and I know nothing about
combinations."
When questioned regarding bis recent
gift to the universities of Scotland, he
said: "Everything will be settled in a
way satisfactory to both parties. The high
Scotch ofliuials and myself are still hav
ing conferences to arrange matters."
When asked if he contemplated
further gifts, be replied in the negative,
ad di nu :
"I have quite enouuh on my bands
for the present. When this mutter has
been settled, there will he time enough
to think of t-oTiitMhinir else."
No KjttlH Session.
Wasimnoton, June 4 The cabinet to
day unanimously decided that exietiug
conditions do not warrant the calling of
an extra session of congress this summer.
Secretary Root and Attorney-General
Knox both tendered legal opinions to
the effect that the authority to govern
the Philippines vested in the president
by the Spoonor amendment is amble.
These opinions were concurred in by all
the members of the cabinet.
The decision of the cabinet was an
nounced after the cabinet meeting in the
following statement issued by Secretary
Cortelyou :
"The president has determined that
existing conditions do not acquire or
warrant calling congress together during
the present summer or making any
change in the policy hitherto pursued
announced in regard to the Philippines."
Aim, McKliilvy'M Condition In No Hetter

MINERS FAVOR A
NEW LABOR PARTY
Action of Western Labor Union Endorsed
at Denver Arc Opposed to Expansion.
De.vvgu, June3. The Western Federa
tion of Miners very nearly completed
the work of the present session today
and are expected to adjourn finally to
morrow. The resolutions adopted last
week by the Wester. Labor Union in
favor of a new labor party, were adopted
unanimously. The resolutions committee
made its report, which was adopted.
The preamble of the resolutions con
tains the following paragraphs:
"We advise the toiler to be ever on
the alert in defense of bis right, educate
himself to protect those rights by a
peacelul use of the ballot, so long as
feasible such means will justify the end
in view. When not, let us be prepared
to meet the enemy with weapons of hiB
choice, and rather spill every drop of
life-saving fluid at the point of the
bayonet than submit to further oppres
sion on the part of our aggressors."
"Wo are opposed to the expaneion of
our national boundaries for the acquisi
tion of territory populated other than by
the Circassian race.
"We view with alarm the evident de
sire to increase the standing army.
Therefore we express tUe hope that
members of organized labor everywhere
will refrain from voluntary enlistment
in any department of the federal or Btate
military service.
