Wasimnoton, June 4 The cabinet to day unanimously decided that exietiug conditions do not warrant the calling of an extra session of congress this summer. Secretary Root and Attorney-General Knox both tendered legal opinions to the effect that the authority to govern the Philippines vested in the president by the Spoonor amendment is amble. These opinions were concurred in by all the members of the cabinet. The decision of the cabinet was an nounced after the cabinet meeting in the following statement issued by Secretary Cortelyou : "The president has determined that existing conditions do not acquire or warrant calling congress together during the present summer or making any change in the policy hitherto pursued announced in regard to the Philippines." Aim, McKliilvy'M Condition In No Hetter Washington, June 4. Dr. Rixey called at the White House this morning at a quarter of 0 o'clock and remained about half an hour. It is reported that Mrs. McKinley passed a fuirly com fortable night, hut her condition this morning shows no improvement. Dre. Johnston, Sternberg and Rixey were in consultation over an hour ut the White House this forenoon. At 11:40 Secretary Cortelyou gave out the following state ment: "Mrs. McKinley's physicians report that she has hud u comfortable night and that her condition huBiot material ly changed since yesterday." De.vvgu, June3. The Western Federa tion of Miners very nearly completed the work of the present session today and are expected to adjourn finally to morrow. The resolutions adopted last week by the Wester. Labor Union in favor of a new labor party, were adopted unanimously. The resolutions committee made its report, which was adopted. The preamble of the resolutions con tains the following paragraphs: "We advise the toiler to be ever on the alert in defense of bis right, educate himself to protect those rights by a peacelul use of the ballot, so long as feasible such means will justify the end in view. When not, let us be prepared to meet the enemy with weapons of hiB choice, and rather spill every drop of life-saving fluid at the point of the bayonet than submit to further oppres sion on the part of our aggressors." "Wo are opposed to the expaneion of our national boundaries for the acquisi tion of territory populated other than by the Circassian race. "We view with alarm the evident de sire to increase the standing army. Therefore we express tUe hope that members of organized labor everywhere will refrain from voluntary enlistment in any department of the federal or Btate military service. lirltlkli Completely Surprised by Hoem. London, J ane 4. Lord Kitchener, in a diBpatch from Pretoria, dated June 4th, says : "Dixon's report of the fighting at Vlakfontein, forty miles from Johannes burg, May 2fitb, just received. On our Bide 1450 men with Eeven guns were engaged. The force was returning to camp at Vlakfontein, when the enemy, under cover of a veldt, fired, rushed the rear uuard consisting of two guns of the Twenty-eighth, and 330 men of the Derbyshires, and the yeomanry. They temporarily captured the two guns. When the remainder of the force came into action the Boers were driven oil' and the guns recaptured, and ttie Boers position was occupied. Our .casualties were six officers and 51 men killed, six officers and 115 men wounded and one officer and seven men missing. One officer and four men have since died of wounds. Forty-one Boers were killed on the ground. Ttie further Boer casu alties are not known. Reinforcements are being sent." PUBIJC SALE.
