by the state board, which not only
makes an unfavorable impression at

tion of high taxes or expensive state
government. Its true indication is
one of an unjustifiably low assess
ment, but this cannot be explained
to those seeking investment here and
the effect has been to direct capital
and immigration to California and
Washington, two states with really
higher taxes and more expensive
governmects.
It is to be hoped that no captious
spirit will lead any one to raise a
constitutional question against this
law on the ground that it does not
in all respects accord with the re
quirement that all laws on this sub
ject shall be "uniform and equal."
Strictly interpreted no law ever has
or ever will be enacted that will ex
actly conform to it, but this comes
more nearly doing so than any other
proposition 3'et suggested. Its two
unquestionably good features are its
removal of the tendency to under
valuation and the necessity for a
state board of equalization. It is
the beginning of a genuine tax re
form and should be allowed to stand,
especially since any defects that may
develop can be remedied by future
legislatures. It is a move in the
right direction. Statesman.
