The Dalles Daily Chronicle. THURSDAY - MARCH 21, 1901 THE XEW TAX LAW. Here's hoping that they take the niilli-" ners ami go on a strike that will never end. Kansas City World. The report that Mr. Bryan "has al ready made atrangements or a third i nomination (or president" is so sudden 1 Seattle Post-lutelligencer. There was one measure passed by , The 0reBOnUn ha8 bnried the hatchet tho last legislature that is a move in so far as Mr. Mitchell is concerned, but the right direction. We refer to the the Sdem Journal ontinties to Carrie general assessment and taxation law nation him Albany Democrat, providinc for the apportionment of Paradoxically speaking, Maud Gonne the amount of taxes due from each ' h,as, She will find that the Joan .of Arc business in ttus country is just at county according to the per cent pre?ent severa, coumng 0Te'reet.Chj. which the taxable property of such cag0 Tribune. county bears to the amount of tax- J Assurance is once more given that the able properly in the state. This j take the ground that the country ought incentive has always been the basis (to be independent, but that it will be of the trouble surrounding this ! wise t0 nave the United States handy to question, as is shown by an examina- tion of the messages of the different) governors for thirty years. Under! this law there is no reason why each county assessor should not at once begin to perform his duty according to law and assess the property of his county "at its full cash value." Another good result which will fol low this law will be the return of a total valuation in the state, which will be at a Ggure that will not give the state a black eye abroad. Still another good result will be an avoid ance of the necessity of a high levy by the state board, which not only makes an unfavorable impression at borne and abroad but is no indica tion of high taxes or expensive state government. Its true indication is one of an unjustifiably low assess ment, but this cannot be explained to those seeking investment here and the effect has been to direct capital and immigration to California and Washington, two states with really higher taxes and more expensive governmects. It is to be hoped that no captious spirit will lead any one to raise a constitutional question against this law on the ground that it does not in all respects accord with the re quirement that all laws on this sub ject shall be "uniform and equal." Strictly interpreted no law ever has or ever will be enacted that will ex actly conform to it, but this comes more nearly doing so than any other proposition 3'et suggested. Its two unquestionably good features are its removal of the tendency to under valuation and the necessity for a state board of equalization. It is the beginning of a genuine tax re form and should be allowed to stand, especially since any defects that may develop can be remedied by future legislatures. It is a move in the right direction.
