for re-districting the state into senatorial

the house providing for a reduction in
railroad passenger ratee to three cents a j
mile. j

Adjutant-General Gantenbein, of the
Oregon National Guard, Ins prepared a
bill for the reorganization of the sute
militia and providing for annual camp,
field and cruise encampments every
year.
Senator T. H. Johnston lias introduced
a hill constituting the governor, sscre
tary of state and state treasurer a com
mission to build a portage railway be
tween Tiie Dtllesand Celilo and wakinp
an appropriation therefor.
A senate memorial, introduced yes
terday by Senator Williamson, and
adopted, is of great interest to the people
of Eastern Oregon. It protests against
any departure from the present laws and
conditions in the matter of the super
vision and control of the forest reserves,
and tiie senators and representatives of
Oregon at Washington are requested to
use their utmost endeavors to prevent
the eauie.
Representative Grace renews his ef
iort to pass a law to punish the poison
ing of domestic animals. He had the
same bill in the house two years ago.
The bill is brief and makes the placing
-out of poisons where the same is liable
to be eaten by horses, cattle, siieep, hogs
or other domestic animals, a misdemean
or, punishable by a heavy line or im
prisonment. The fine prescribed ranues
from $100 to $1000 and the imprisonment
from one to five years.
Representative Otto Schumann, of
Multnomah, the only tombstone man in
the legislature, has introduced a bill to
ennhle loinhetotiH men to collect the
value of tomhtoiied from conscienceless
relatives of the dead. Tombstones are
ilei.lared to be persona! property by the
bill and subject to liens and the enforce
ment thereof. The hill provides that
the tombstones levied upon for the en
forcement of a lien may be removed
from the cemetery and sold in the same
manner as any other personal property.
Representative Allen, of Clatsop coun
ty, has introduced a hill to preserve the
Columbia river and its tributaries above
tide water as a spawning ground for
salmon. The bill provides that no sal
mon in these sti earns above tide water
shall be cauaht by any appliance other
than hook and liiioufter the loth of
next August. A penalty of a fine rang
ing from 250 to $1000 or imprisonment
from one to six months, or bnth a fine
and impr'soament, i? provided for a vio.
