A special to the Horahl from WnMiinRton Bays: Voter nns of the civil war arc dying off at the rato of nhout 3'ij per cent per annum. CommiBHioner.Evans estimates that there are ahout 925,000 survivors of the civil war. Of this number there wore on the pension rolls last year 7-12,407. During the year 24,787 pensioned veterans died. Assuming that the death rate among those not pensioned is tho same as among tho pensioners, the total number ot veterans who died during the year would be about 30,855. Commissioner Evans estimates that the average age of the veterans who still survive is about 59 years. The last survivor of the war of 1812 died last summer, 75 years after the close of that war. At the same rate, there will prob ably bo a few survivotB of the civil war still living in 1940. A Practical Detiioimtratlon. The Call states that ex-Queen Lilluokalani has decided to bring suit against the United States government for the restoration of the crown lands and revenues. Colonel McFarlane, her confidential adviser, said in reference to the matter: "I have advised the queen lo consult Mr. Joseph O. Garter, her private agent, before bringing suit. A syndicate was formed laBt winter, which offered to em ploy the beet attorneys in the United States to press Ler claims, and briefs and other papers for her casse have been prepared. "There is nothing to prevent her as signing her claim to the crown lands to whoever she may please, and the cause may be tried in foreign courts, but in. any event, it is likely that action will be brought before the next session of con gress." Nkw York, May 31. The Memorial day service at the grave of Father Me Glynn was marked bv bitter denuncia tions of those in the Catholic church who had disciplined the priest for his theories as to the economic question. At least 8000 persons were in the vicinity of the grave, aud as the Rev. Dr. Burt sell and others declared that Dr. Ale Glynn had been a martyr to the prin ciples he advocated, the people forgot the solemnity of the occasion ana cheered, The crave and the monument at the head were both completely covered with flowers. When the crowd had left, a detail from the veteran corps oi me Sixty-ninth regiment gathered at the grave and paid soldiers' honors to tho dead priest. I'acliloattou r INIIpiuo. New Yokk, May 31. A special to the Hurald from Washington soys: Another flnrt In the direction of the establish- went of civil government in the Philip pines will be inaugurated tomorrow, when the Taft Philippine commission arrives in Manila. At toon after its ar rival as possible, the commission will issue a proclamation embodying in structions under which it will act. It will inform the Filipinos that it has been appointed to establish civil government through the islands and will urge their co-operation. It will co-operate with the military service until September 1, by which time it is expected the municipal and provincial governments will be in opera tion. The commission will then separate, Judge Taft remaining in Manila, and the four members being distributed among the four departments and acting in dependently in the capacity of governors. The authorities have aho established a system of espionage in China, designed to apprise General MncArthur and Rear Admiral Remey of filibustering ex pedition. A Ialfo And Death Fight. Mr. W. A. "Corino, the fugitive governor of Ben- get, rich and active friend of Aguinaldo, waB captured yesterday near Cabayan, important. "While scouting near San Miguel Mayumo (Luzon) May 29, Captain Chas D. Roberts, Privates Mclntyre and Akens were captured; Sargeant Gallen, privates McCourt and Green killed; George Kiner wounded in the thigh, All of company I, 35th regiment." Dr. Kellogg, who has been investigating the corpse of a Chinaman found in a Chinese un dertaking establishment, expressed an opinion late last night that the China man had died of the plague. "I am satisfied it is the plague," he said, "and I am confident that an au topsy and animal inoculation will con firm it. One not conversant with the situation in Chinatown cannot imagine the difficulties that confront the inspec tors, but they can be imagined when I say we have only discovered the cases after the victituB were dead."
