Although Japan has not addressed any
remonstrances to the government re
specting the treaty of reciprocity negoti
ated by this government with France,
she has made it plain to the authorities
that she will be ad yersely affected by the
provision lelating to silks. Tho United
States is unable to take anv action in
the matter except to negotiate a treaty
of reciprocity with Japan in case the
French treaty is ratified, which is, from
the present cutlook, an altogether un
likely event.
