M. Young, colonel Third cavalry, to bo
brigadier-general in tho regular army.
Brigadier-General of Volunteers J. C.
Bates, Second infantry, to ba major-gen
eral of volunteers, to succeed the late
General Ivuvton.
These promotions have just been de
cided upon by thu president, notwith
standing the great pressure which con
tinues to be brought to bear upon him
