TONE CONCILIA
TORY BUT FIRM
This Authority Once Recognized, the
Philippine People Will be Granted
the Most Ample Self-Government
Reconcilable With a Stable Admin
istration of Public Affairs.
New York, April 4. The Journal's
Manila correspondent cablea the text of
the United Slates Philippinecommisaon
ere' proclamation, issued today. It fol
lows: The commission desires to assure the
people of the islands of the cordial good
will and fraternal feeling which is enter
tained for them by the president and the
American people. The present aim and
object of the United States, apart lrom
fulfillment of the solemn obligations
it has assumed toward the family of
nations by its acceptence of Eovereignty
over the Philippine islands, is the well
being, prosperity and happiness of the
Philippine people, and their elevation
and advancement to a position among
the most civilized people of the world.
The president believes this felicity and
perfection of tha Philippine people is to
be brought about by the assurance of
peace and order, by guarantee of civil
and religious liberty, by establishment
of the justice, cultivation of letters,
science and liberal and practical arts, by
enlargement of intercourse with foreign
nations, expansion of industrial pursuits,
by trade and commerce, by multipli
cation and improvements of means of
internal communication, by internal de
velopment, with the aid of mechanical
inventions, of the great nalutal resources
of the archipelago, and, in a word, the
uninterrupted devotion of the people to
the pursuit of useful objects and the re
alization of those noble ideas which con
stitute the higher civilization of man
kind. Unfortunately,- these pure aims and
the purposee of the American government
have been misinterpreted to the inhabit
ants of certain islands, and as a conse
quence Ithe friendly American forces
have, without provocation or cause, been
openly attacked.
THE OLD WAY
Of Treating Dyspepsia and Indigestion
by Dieting a Dangerous and
Useless One.
We say the old way, but really it is a
very common one at the present time
and many dyspeptics and physicians as
well, consider the first step to take in
attempting to care indigestion' is to diet,
either by selecting certain foods and re
jecting others or to greatly diminish the
quantity usually taken, iu other words,
the starvation plan is by many supposed
to be the first essential.
The almost certain failure of the star
vation cure for dysrepsia has been
proven time and again, but still the
moment dyspepsia makes its appearance
a course of dieting is at once advised.
All this is radically wrong. It is fool
ish and unscientific to recommend diet
ing or starvation to a man suffering lrom
.dyspepsia, because indigestion itself
starves every organ and every nerve and

every fibre in the body.
What the dyspeptic wants is abun
dant nutrition, which means plenty of
good, wholesome, well cooked food and
something to assist the weak 6tomach
to digest it. This is exactly the purpose
for which Stuart's Dyspepsia Tablets are
adapted and this is the method by which
they cure the worst cases of dyspepsia,
in other words the patients eats plenty
of wholesome food and Stuart's Dys
pepsia Tablets digest it . for him. In this
way the system is nourished and the
overworked stomach rested, becuase the
tablets will digest the, food whether the
stomach works or not. One of these
tablets will digest 3,000 grains of meat
or eggs.
Your druggist will tell you that
Stuart's Dyspepsia Tablets is the purest
and safest remedy for stomach troubles
and every trial makes one more friend
for this excellent preparation. Sold at

There is only one way to cure deafnesp
and that is by constitutional remedies
Deafness is caused by an inflamed con
dition of the mucous lining of the Eus
tachian Tube. When this tube is in
flamed you have a rumbling sound or
imperfect hearing, and when it is en
tirely closed, Deafness is the result, and
unless the inflammation can be taken
out and this tube restored to its normal
condition, hearing will be destroyed for
ever; nine cas?3 out 'of ten are caused
by catarrh, which is nothing but an in
flamed condition of the mucous sur

Grievances of Nez Perces.
Spokane, April 3. Chief Kip-Kip-Pelican,
Peter Parsons, David McFarland
and Silas Whitman, alias Pile-Of-Clouds,
four voting Nez Perces Indians, left to
night for Washington as delegates repre
senting the Nez Perces tribe to lay be
fore the commissioner of Indian affairs
certain grievances the tribe thinks it has
against the government. The trouble is.
over the payment being made by the
government to the Indians. The latter
believe that there should be a greater
number of annual payments for the land
taken from them under the treaty than
the government contemplates giving.
McFarland formerly played quarter-back
on the famous Carlisle Indian school
football team.

Montana Cattle-Buyers Already in the
Field.
Long Creek. Or., April 1. Cattlemen
with headquarters in Montana have al
ready placed agents in Grant county,
and they expect, notwithstanding the
recent hard winter, to do extensive buy
ing. W. M. Butler, representing W. M.
Boardman, who has for years made large
annual drives from this place to his
Montana range, arrived in this city
Thursday, and today began operations.
He says the southern portion of the
county can furnish as many cattle as
they did last year, and he anticipates
no trouble in making purchases. While
Mr. Butler baa not yet made public
what his figures will be, it is not be
lieved the "prices paid will equal those of
last year. In the adjoining county of
Crook, the price is reported as follows :
Dry caws, $26; 2-year-old steers, $23;
yearling steers, $18 ; 2-year-old heifers,
$14.
So far no sales of sheep have been re
ported for March, and April is likely to
prove likewise dull. The recent heavy
slump in the price of wool has had the
effect of reducing the price of trail from
25 to 50 cents per head less that offered
last year, ami as buyers are a little
chary of paying even that much, and
owners are inclined to hold out for last
year's figures, the sheep market, eo far
as Grant county is concerned, is
practically at a standstill.
Otory of a Slave.
Te be bound hand and foot for years
by the chains of disease is the worst
form of slavery. Geo. D. Williams, of
Manchester, Mich., tells how snch a
slave was made free. He says: "My
wife has been so helpless for five years
that she could nt tain over in bed
alone. After using two bottles of Elec
tric Bitters, she is wonderfully im
proved and able to do her own work."
This supreme remedy for female dis
eases quickly cures nervousnees, sleep
lessness, melancholy, headache, back
ache, fainting and dizzy spells. This
miracle working medicine is a godsend
to weak, eickly, run down people. Every
bottle guaranteed. Only 50 cents. Sold

ANOTHER BATTLE
IMMINENT
One Thousand Rebels Armed With
Mausers Are Massing North of
Malolos.
Manila, 4:45 p. m., April 4. General
MacArthur reconnoitered in force this
morning with the Montana regiment,
the cavalry and two guns of the light
artillery, as far as the north of the Ma
lolos. ' The reconnoisance developed the
fact that there are fully 1000 rebels armed
with Mauser rifles preparing for defense.
Shots were exchanged and two of the
Mantana regiment were wounded, but
there was no engagement.
Later in the day General MacArthur
moved northward, as the water supply
of Malolos is inadequate.
