New York, April 4. The Journal's Manila correspondent cablea the text of the United Slates Philippinecommisaon ere' proclamation, issued today. It fol lows: The commission desires to assure the people of the islands of the cordial good will and fraternal feeling which is enter tained for them by the president and the American people. The present aim and object of the United States, apart lrom fulfillment of the solemn obligations it has assumed toward the family of nations by its acceptence of Eovereignty over the Philippine islands, is the well being, prosperity and happiness of the Philippine people, and their elevation and advancement to a position among the most civilized people of the world. The president believes this felicity and perfection of tha Philippine people is to be brought about by the assurance of peace and order, by guarantee of civil and religious liberty, by establishment of the justice, cultivation of letters, science and liberal and practical arts, by enlargement of intercourse with foreign nations, expansion of industrial pursuits, by trade and commerce, by multipli cation and improvements of means of internal communication, by internal de velopment, with the aid of mechanical inventions, of the great nalutal resources of the archipelago, and, in a word, the uninterrupted devotion of the people to the pursuit of useful objects and the re alization of those noble ideas which con stitute the higher civilization of man kind. Unfortunately,- these pure aims and the purposee of the American government have been misinterpreted to the inhabit ants of certain islands, and as a conse quence Ithe friendly American forces have, without provocation or cause, been openly attacked. COPPER RIVER MINERS STARVING Acting Secretary of War Meiklejohn Receives Information to This Ef fect Relief Measures Ordered. Washington, April 4. Acting Sec retary of War Meiklejohn has received information that miners on Copper river are in a starving condition. Although Captains Abercrombie and Glenn have full instruction to send re lief to any who may be suffering along the route of their expeditions to Copper river and Cook's inlet, Mr. Meiklejohn has eent further instructions by tele graph to Captain .Abercrombie to take medical and other supplies to Copper river, and make everv ettort to assist the miners reported as destitute and suffering. Lord Salisbury has accepted the plan proposed bv Germany for settlement of the Samoan trouble, by appointment of a tripartite commission. Acceptance :s on a broad principle only and details of the arrange ment are yet to be agreed upon. Chief Kip-Kip-Pelican, Peter Parsons, David McFarland and Silas Whitman, alias Pile-Of-Clouds, four voting Nez Perces Indians, left to night for Washington as delegates repre senting the Nez Perces tribe to lay be fore the commissioner of Indian affairs certain grievances the tribe thinks it has against the government. The trouble is. over the payment being made by the government to the Indians. The latter believe that there should be a greater number of annual payments for the land taken from them under the treaty than the government contemplates giving. Or., April 1. Cattlemen with headquarters in Montana have al ready placed agents in Grant county, and they expect, notwithstanding the recent hard winter, to do extensive buy ing. W. M. Butler, representing W. M. Boardman, who has for years made large annual drives from this place to his Montana range, arrived in this city Thursday, and today began operations. He says the southern portion of the county can furnish as many cattle as they did last year, and he anticipates no trouble in making purchases. While Mr. Butler baa not yet made public what his figures will be, it is not be lieved the "prices paid will equal those of last year. In the adjoining county of Crook, the price is reported as follows : Dry caws, $26; 2-year-old steers, $23; yearling steers, $18 ; 2-year-old heifers, $14. So far no sales of sheep have been re ported for March, and April is likely to prove likewise dull. The recent heavy slump in the price of wool has had the effect of reducing the price of trail from 25 to 50 cents per head less that offered last year, ami as buyers are a little chary of paying even that much, and owners are inclined to hold out for last year's figures, the sheep market, eo far as Grant county is concerned, is practically at a standstill. General MacArthur reconnoitered in force this morning with the Montana regiment, the cavalry and two guns of the light artillery, as far as the north of the Ma lolos. ' The reconnoisance developed the fact that there are fully 1000 rebels armed with Mauser rifles preparing for defense. Shots were exchanged and two of the Mantana regiment were wounded, but there was no engagement. Later in the day General MacArthur moved northward, as the water supply of Malolos is inadequate.
