The highway guards were under command of Walter Smith, rormer cavalryman. These - men stopped every automobile entering the city, questioning the driv era and occupants before giving them permission to enter the elty. Many automobiles were turned feacit at- the city limits na not allowed to come into town. All car drivers, local and visiting-, were required to go to ths ; city hall -and obtain personal passes - and . passes) to- be - placed on their windshields. Thus every guard kept track of every car that came Into or left the reity.
