The commission was unable to find that the reductions proposed by the railroad applications would not be rea sonably compensatory if considered by themselves. Indeed, the commission announces that it is satisfied that on this basis the rates would generally and easily pay the extra, out-of-pocket costs, end In numerous Instances would contribute to build up a net re turn besides.
