Tracing the history of educational and book measures passed in Washington since 1854, and their effect on the school sys tem, Mrs. Josephine Corliss Preston, state superintendent of public instruc tion, told librarians gathered here to attend the third annual session of the Pacific Northwest Library association of the great value of libraries In edu cational work, and traced the correla tive relation of the two in all educa tional Institutions, More than 75 libra rians from Oregon. Washington, Idaho, Montana and British Columbia are as sembled here for a three day meeting. Miss Cornelia Marvin, librarian for the state of Oregon, declared that the Oregon libraries were hindered and somewhat handicapped by the Ameri can library standards. This was espe daily true, she said. In the smaller county libraries where the population and circulation percentages were far ahead of the per capita allotment. The efficiency of the Oregon library sys tem was explained. The report or the secretary, M. H.
