Marshal Dillon announced today that the federal grand Jury has been ordered by Judge Saw telle to reconvene here nxt Wednesday morning: to take action on charges against Koy Gardner, mall bandit. In connection with his at tempt last week to rob a Santa Fe mall car. t wan also announced that the trial ury has heen ordered to convene, indi cating that there will be a speedy hand ing of Gardner's caw. OARDNKB CYCIifJ fOCSD Oregon City. Nov. 21. The motorcycle tolen by Hoy Gardner, mail bandit, as he pased through Oregon City on his way south, has been recovered In San Diego. Cal.. and will be returned to Its owner, J. C. Hansen of this city. 1 he machine was stolen from Nash's barn t Seventh and J. Q. Adams streets. It was originally equipped with a sidecar. but Gardner evidently removed it. It was abandoned by him at San Diego when the engine was froien. Fruit Exposition To Go On Despite Storm of Elements Seattle, Wash.. Nov. 21 (U. P.) Ap ple blossoms will boom amid the snow today when at 2 p. m. the doors of the Pacific Northwest Fruit exposition will swing open to the public. The snow will not stop the scheduled games of the .barnyard golf tournament. Large boxes filled with soil will be placed on the dance floor and contest ing teams will be given an opportunity of showing their skill. The first game will be played by the Kiwanis club versus the Rotary club. A public reception will be given Queen Pippin and her court of Royal Peaches at 8 :30 p. m. The week will be a gala one for Seattle, with Queen Pippin reigning supreme, de spite the snow that descended on the Northwest last Saturday and which con tinued through last night. Thugs and Officer In Revolver Duel But All Shots Miss Following two robbers into the Boule vard garage,- Forty-second street and Sandy boulevard, at 9 o'clock Sunday night. Patrolman Hatch engaged in a revolver duel with one of them that started as soon as one robber, who was armed, commanded A. A. Knight, In charge of the. garage, to hold up his hands. The men ran from the garage south toward Sullivan eulch. which the O-W. R. & N. traverses. Patrolman Hatch was the mark for three or four shot and fired as many at the robbers, but the only visible result of the fusilade was a broken windshield, alongside of which tne officer had taken station. One robber waa described as about 38 years of age. and or medium build, while the age of the other was not hazarded. though his stature was said to be about the same. Beader United Press Staff Correspondent t Copyright. 1921, by United Prew) Washington. Nov. 21. President Hard has chosen aa members of his cabinet men of generally acknowledged superior ity in their respective fields and of whom is not jealous. The point is interesting for two rea first, because Harding himself be lieves that the success of the present arms conference, so far as the United States is concerned, is largely dependant upon the stability of the American dele gation to present a united front, undis turbed by personal ambitions and petty jealousies. In the second place the president, dur ing his long term of public life, knows how many good endeavors have crashed on the rock of individual animosities, mostly the result of stirred up jealousies. HARDING STATS IX BACKGROUND For that reason the president desires and this mcy be regarded as his spoken word on the matter to remain in the background of the present arms confer ence pictufe. As early as pre-election days the presi dent formulated the idea of an inter national conference to discuss limitation of armaments, out of which, he hoped. would grow a world understanding to which all powers would subscribe. It ! was his idea of America's "association with nations" as differentiated from a ! league that placed in the hands of for- j eign nations a power popularly regarded as "super-government. The naval limitation program outlined by Secretary Hughes in the momen(ous address of November 12 was not Presi dent Harding's handiwork, as some have been led to believe. Rather. It was the outgrowth of weeks of study in which American naval ex-1 perts, the American arms delegation and President Harding played their in dividual parts. Harding does not be lieve that there should be any reason for calling this plan, if it proves accept able to the world, the program or any i individual. He feels that it should be retarded as the "American plan," "ad ministration plan;" or even the "Hughes' plan" if there be those who wish to at tach it to a personality. ESOCGH GLORY FOR ALL Everyone interested in the general movement for limiting armaments the press included the president feels, should come in for his share of the glory, if slorv there is. If it proves success ful "there would be enough glory for all." in his opinion. For some reason it woufd seem idle for anyone to attempt the stirring of personal animosities, of jealousies among those trying to bring out of this conference what the world is looking for. So far as the formulation of the naval program enunciated by Secretary Hughes is concerned, this is how it developed : The navy department submitted to President Harding a gToup of different approaches to naval limitation of arms. Harding in turn submitted these pro posals to the American delegates to the conference. After a study of the several plans the delegates drafted a general proposal along the lines of that enunci ated by Hughes, and asked the navy de partment experts to give them the facts and figures which would make such pro posals possible. The navy experts worked the program in accortiince with the wishes of the arms delegates. It is not too much to say that many of these experts solved the problem in ac cordance with the orders with grave mis givings. But they furnished the data. It was, therefore, an ail-American pro gram, as President Harding would like to have it recognized. It was even tri partizan in the sense that a Democrat was one of the arms delegation who rtrlirina 1 1 v arivrwntfiri it ! And Harding, in the meantime, who is quite willing to jest privately about his own ignorance of international politics. is leaving the problem to his advisors. It is a rare tribute to them, for which he admittedly asks no reward. And yef, if the thing works out. his, perhaps, will be a greater reward than accruing to any of those more largely responsible for the solution of the intricate details. Eleven Are Killed In Movie Explosion Hamburg, Nov. 21. (I. N. S.) Eleven persons were killed and scores injured in an explosion at a moving picture house near here today.
