Vanderlip, head of the American syndicate which has secured commercial concessions in Russia, will begin ' a national "cam paign of education 11 about - Russia," when he arrives in this country to- - morrow on board the liner Olympic. The radiogram, which was a reply to " the query as to Mr. Vanderlip's future program, follows: "I intend to go before the real govern ment the American , people with press articles and lectures. Iater I, shall go to, Washington to talk with members of the administration. I believe that the ; administration must .rise or fall, accord ing to its future attitude regarding Eu rope, and Russia . is the crux of the Eu ropean situation, i f v ''Secretary of 'State Hughes and Sec retary Hoover are ignorant regarding .- the truth. The naval bases, the i Mur mansk pulpwood concessions . and; the Kamchatka concessions are secure for all : time."" ..I . -' Before leaving London Mr. Vanderlip announced i that the soviet government" at Moscow-had offered-the United States two naval bases on the Pacific -coast in perpetuity if America will open trade relations with Russia. . That explained . Mr. Vanderlip's reference to "naval .bases." - t :' - , Endowment Fund of Whitman College Is More Than a Million Whitman College, Walla Walla, Wash., June 21. The endowment fund of Whit man college Is now over t. 11,000,000. according to announcement made by President S. B. I Penrose of the college. Enumeration of 'the gifts made include, $10,000 from Mrs. Caroline G. Kamm. Portland. Or. ; 127.000 from the estate of Miss Margaret t& L. Denny. Seattle ; S 50, 000 from the estate of the late gov ernor of Washington, Miles C. Moore;, f 75.000 from seven children of the Wey erhaeuser ; $125,000, conditional upon ob taining $250,000 additional, from the general education board of New York city. (This $256,000 Dr. Penrose ."states is nearly complete) ; $480 from the estate of Miss Julia Whitman, Minnesota ; $950 from the estate of Miss Mary Dickin son, Romeo, Mich. ; $6250 interest paid by the general education board t $7627 miscellaneous. ; Postal Measure Is Approved; by House - .
