It appears that the trials and tribulations em braced In prohibition enforcement are to fall largely upon the shoulders of the department of Justice. Secre tary of the Treasury Mellon has Indi cated that it is his purpose to recom mend a construction of work under , Attorney General Daugherty, and while Daugherty does not anticipate the responsibility with any keen eagerness, he is not, he says, "run ning away from it." It was Interesting, therefore,, to get "from Dauherty some of his views upon .the prohibition enforcement situation as It exists in the country today. " Of course this department has nothing to do with the issuance of such permits and the people Interested are be ing deceived. We ' are investigating these sales now." COU.B.T8. MUST BE HELPED On the second point, the matter of prohibition cases clogging the courts in large cities, i where numerous cases of more importance are pending, Daugherty declared he has ordered a careful in quiry to see! what might be done to re lieve the situation. He believed that in such cities as New York, (Chicago, fat. Louis. Detroit. Kansas City. San Fran cisco, Milwaukee, St. Paul and Indianap olis, some measures of relief would have to be afforded the courts soon. He was not sure as to the exact rem edy to be applied but he stated that he was investigating whether there could not be established through con gressional authority in the leading cities. a commissioners court, inferior to the ex isting courts in status, to try nothing but prohibition cases. Congress, he explained, would have, to endow the courts with their necessary powers and permit their summoning ju ries. Yap Is Essential To American Aims, Says U. S. Admiral Washington, April 22. Success of the American contentions against Japan for the internationalization of the island of Tap is indispensable to American com mercial as well as strategic aims, in the Pacific. Admiral William S. Benson de clared today. Admiral j Benson was chief of opera tions during the war and is a recognized authority on naval strategy. He also is a member i of the international com munications congress which has under consideration the disposition of the former German cables, including those which operate through Yap. "Yap is the only connecting link across the Pacific by which we can se cure cable communications with China and our island possessions," said the admiral. "By reason of great depths in the Pacific, which do not permit unre layed cables, it is necessary under pres ent conditions for our cable messages to bo sent through foreign offices where. of course, they can be read by foreign interests. ir lap were internationalized we could maintain our cable relay station there, and uninterrupted communication from the United States to Pacific pos sessions as well as China could be se cured. P.)- Indications today were that Herbert Thornton Andrews, broker, who was living here with two wives, will not be indicted by the grand Jury. Neither of his wives will bring criminal action against him. Weeks Restates Plea For 183,000'Soldiers ' : Washington. April 22. (I. N. S. ) Sec retary of War Weeks Thursday ap peared before the house subcommittee considering the army appropriation bill and restated his position in favor of an army of 183,000 men. An appropriation for an army this size, he said, would support the nine army corps project and provide for replacements for discharges. thus maintaining the forces as already planned. Catalogues Swamp Postoffloe Albany, Or., April 22. Three thousand pounds of mail order house catalogues, dumped into the Albany postoffice this week for local delivery, swamped the postal force. Harvey Unfit for London Post, Says . Senator Harrison Washington,, April- 22. (L X. S.) Charging Colonel George Harvey ' with "pursuing ' his scurrilous , attacks" on former President Wilson when the lat ter was in "his sick , bed" and with "disreputable conduct no respectable journalist would have employed," Sena tor Pat Harrison D Miss.), declared in the senate that Harvey is "unfit" to be American ambassador to London. Harrison accused Harvey of "menda cious, unwarranted, inexcusable and scurrilous attacks' on Wilson in Har vey's Weekly. -!-.. James B. Shank of Salem Passes On Salem, Or., April 22.--James B. Shank, husband of Myra L. Shank, city police matron, died here Thursday night after an illness of 12 years. For five years Mr. Shank had been an invalid. He was born in Iowa in 1855 and came to Salem in 1905. He is survived by his ' wife and three daughters. Mrs. C. W. Cox of Salem, Mrs. J. Lui Irvin and Mrs. W. H. Baker of Albany, and two sons, E. R.
