February and March 97 per mits to appropriate water were is sued by State Engineer Percy A. Cupper, covering: irrigation of ap proximately 6500 acres of land, the development of 20 horsepower, and the construction of 180 miles of ca nal, at an estimated total construc tion cost amounting to fl, 400,000. Durint this period seven reservoir per mits were issued, covering- the storage of 1405 acre feet of water at an esti mated construction cost of approximately i:2,O00. Among the most important develop ments contemplated are: Municipal water system by the city " ef Mola.Ua, which contemplates tiie ex penditure of $45,000 in securing water supply from Trout creek. The city of Walla Walla, Wash., con templates the extension of its pipelines n Mill creek in Umatilla county, Oregon, to secure water above the present intake, at an estimated expenditure of $92,000. K. O. Kavell of Lakeview contemplates the development of the hot spring locat ed near Lakeview? for domestic, medicinal and . heating purposes at an estimated cost, of $10,000. The Ontario-Nyssa Irrigation company of Ontario. Or., contemplate the appro priation of additional water from the Snake river for the irrigation of 926 acres of land. - The Deer Creek dumber company of Minarrt. secured permit to appropriate water from Deer creek and construct a reservoir for fluming lumber at an esti mated crxtt of $6000. The Tlofrue River Valley Canal com pany of Medford. In connection with the work being done for the Medford Irriga tion district, haa appropriated water from J-attle Butte creek for the Irriga tion of 2828 acres of new land, This conslructlon Is under way. J. B. tlodman and A. Ij. Schaffler of Dexter' have secured permit for the ap propriation of water from Loeit reek in lane county for fluming lumber and for the irrigation of 339 acres of land at an estimated cost of $25,000. The Summer lake irrigation district ha filed application with the state irri gation securities commission for state guarantee of Interest on bonds author ized by1 the district in the sum of $260. 000. The application asks that this in terest be guaranteed for five years. The district includes approximately 4000 acrcs.and is located in Lake county. Secretary Hughes' reply to both this proposal and to the communications of yesterday, is interpreted here as an in dication ' that the Harding administra tion finds nothing . prohibitive in the principles thus far advanced by Ger many, and it is expected that the Ber lin government will now proceed to an elaboration of these principles. . While the i German government ex presses in unmistakable language. Its .willingness to abide by any award the United States may make, it was pointed out that there has thus far been no formal indication from the allies as to how far they: would be willing to leave . the matter in tho hands of the Hard ing administration. TEXT OF ME.MOBANDCM The following Is the text of the Ger man memorandum delivered to the American commissioner at Berlin for transmission to the state department: Berlin, April 20, 1921. "In the name of the German govern ment and the German people, the under signed, notwithstanding the still exist ing technical state of war, respectfully petition the president of the United States of America to mediate the repara tions questions and to fix the sum to be paid by Germany to the allied powers, and to eagerly urge him to secure the consent of the allied powers to such me diation. They solemnly declare that the German government la ready and will ing to agree without qualification or re servation to pay to the allied powers as reparations such sums as the president after examination and investigation may find Just and right. , ' They formally pledge themselves to fulfill In letter and spirit all the pro visions of any award that may be made by him. "With abiding faith la the righteous ness of this request and with Undeniable sincerity of purpose the German people through their constituted government submit their appeal to the president of the United States with the confident hope that It be granted to the end that a final award may be made In accordance with right and justice to meet the heart felt wishes of all civilized nations, and to avoid the immeasurable consequences of Imminent coercive measures and to promote the peace of the world. ! REPLIES The following is the text of the reply of the secretary ot, state forwarded through the American commissioner at Berlin r . ."April 21. 1921. ; "This government could not agree to mediate the question of reparation with a view to acting as umpire In its settle ment. Impressed, however, with the seriousness of the issues involved as they affect the whole world, the government of the, United States feels itself to be deeply concerned with the question of obtaining . an early -and Just solution. This government strongly desires that there should be an immediate resumption of negotiations and reiterates Its earnest hope that the -German government will promptly formulate ouch proposals as , would present - a proper basis for dis- cussion. "Should the German government take this course, this government will con sider bringing the matter to the atten tion of the allied governments in a man ner acceptable to them in order that ne ' goUaUona may be speedily resumed," ASSIGNED Sewer Contract Is Won by Kelso Contracting! Or., diking district, where it will be employed In dike repair work for two months in preparation for the an nua! freshet ' of the Columbia. E. ; S. Collins, 'principal stockholder in the Silver Lake company, is largely inter ested in the Clatskanie project. Dr. J. A lock out of the building crafts confronted Chicago today. t t Builders served an ultimatum on the unions tha unless the 20 per cent cut for skilled labor and a 30 per cent re duction for unskilled labor was accepted by the 4 trades a lockout will occur ion May 1..- Union boards of arbitration will meet today to discuss the situation. It was said that more than $100,000,000 worth of projected building was being held , up until construction costs drop. Court of Douglas Has Authority to Buy Right-of-Way Salem, April 22. Attorney General Van Winkle advised District Attorney Neuner of Douglas county that the Douglas county court has authority to purchase a right-of-way through a mu nicipality for the Pacific highway, con ditional upon the state highway com mission designating such proposed road a state highway. The state board of engineering exam iners was advised that in cases where attention has been called to operations of unlicensed engineers, It has a right to refer any law violation in connection With such operations to district attor neys for Investigation. Turkey Pleads for Neutrality of Straits Constantinople, April 22. (I. N. S.) Turkey has requested the allies to re spect the neutrality ..of the Straits of Constantinople.
