THURSDAY; APRIL' 7. 1921. THE OREGON DAILY JOURNAL' PORTLAND, OREGON 20 LUDLOVJ OPPOSES MINERAL TARIFF; International barter, without a prohibitive tariff.. This was the warning sounded be fore the international convention of -miners Thursday at The Auditorium by Edwin Ludlow, president of the American Institute of Mining and" Metallurgical Engineers' association. "This country is facing a peculiar po sition," said Mr. Ludlow, "and one which we have not faced before. Instead of a high tariff wall about the country. It might be wiser to maintain trade rela tion with foreign nations, based, not on the currency exchange, but upon the principle of barter. "This nation is normally able to assim ilate 80 per cent of the manufactured products produced here, but owing to a buyers' strike our markets are being flooded and our factories closing down. BOTH MUST TIELD "It would be well If the manufacturing interests would take their losses of the present, mark down their products to pre-war prices, and. resume commercial operations upon an international basis of barter. To do thin, labor will either have to accept a marked cut In their . wages, or manifest marked increase in their production capacity) per man." This address by Ludlow called forth an unusual amount of discussion, in which T. A. Rickard, editor of the Mining and Scientific Press, and Nichol . Thompson, British Columbia delegate, took an active part. Rickard heartily indorsed the senti ments of Mr. Lublow in regard to the malntainance of trading relations with the foreign countries. He said., "The program expressed by Mr. Ludlow may Incur a hardship on some, and in the mining industry It may result In the closing down of some of the more ex pensively operated properties, but in the long run it will prove more beneficial to the world at large than would the erec ' tlon of a high tariff barrier." . Following the discussion aroused over the address of Ludlow the resolutions committee reported three resolutions out of the committee room. CANADIANS OPPOSE The proposed resolution concerning the raising of the tariff of lead, zinc and copper, is being opposed in the resolu 'tions committee by the Canadian dele gates. . On the other hand the American min ing industry and other industries are aware of the fact that the Canadian gov ernment is planning to place protective tariffs on manufactured commodities in order to protect their own infant indus tries that sprang up during' the war pe riod. . A resolution asking for the repeal of the 640-acre homestead act, which it Is claimed by the mining Industry, is serv- ' ing to rob the industry of its right hand man the prospector, was presented to the convention and passed. The second resolution calling for a general reduction of freight rates on " minerals and mineral products, was re turned to the committee for amend ment. . An investigation into the so-called powder trust, was called for In a third resolution passed. Thursday afternoon the convention was devoted to the hearing of addresses on British Columbia. William B. Sloan, minister of mines for British Columbia, gave aa resume of the mining industry of that country. S. S. Fowlerj consult ing mining engineer from Nelson, B. C described in some detail the extent of the mining development in South eastern British Columbia, and J. W. Mulholland. president of the British Co- ' lumbia Prospectors' Protective associa tion,. Nelson, B. C, outlined the prob lems encountered by the prospector. Woman Accuser I s Discounted; Husband Wins Court Favor "It's the court's opinion that you are one of the biggest liars we have ever had here," District Judge Deich told Mrs. Martha. E. Gross in dismissing" her case, against her husband, Charles B. ' Gross, for non-support. Mrs. Gross had told Lida O'Bryon, deputy district attorney, that , her hus band had given her only $22 since last '.August and that he had been living apart from her. On the witness stand, however, she told the court he had given her at least $300; during, that time and that they were 'living together no longer ago than "the day before yes terday." A. J. Bale Chosen To Be President of Local Rotary Club - A. J. Bale, manager of the Pacific Coast Biscuit company, will head the Portland Rotary club.durlng the coming year. J. Roy Ellison of the Ellison White Chautauqua and Georsre C. Mason are the vice-presidents, elected by the board of directors. K- A. Stewart has been re-elected treasurer. Walter L. Whiting has been unanimously rechosen executive secretary. Newly elected trustees are A. W. Barendrick. A. M. Clark. J. W. Hill. R. j. Huntington knd J. Fred Staver. They, with Andrew f J. Bale, J. Childish curiosity cost little Donald Van Vleet, 2-year-old son ; of Mr. and Mrs. Charles Van Vleet of Mima, his life Wednesday. While playing In the yard of his home on Monday . afternoon, he found a bottle of formaldehyde, used in dipping grain. He opened the bottle and in doing so he in haled poisonous gases. His mother, attracted by his screams, saw him 'fall unconscious. He was rushed to a hospital at Centralist, but four doctors were unable to save his life. The boy was a great-grandson of Mrs. Margaret Shaser, a pioneer of Thurston county, who died a few weeks ago. tie Is survived by his parents and grandpa rents on both sides, Mr. and Mrs. George Van Vleet of OakviUe and Mr. and Mrs. Reuben Ramsay of Vaughn. eDFljlRT IN RAIL WRECK Louisville, Ky April 7. (I. N. S.) Six persons are dead today and 35 are injured ; in the wreck of the northbound : Southern railway's Royal Palm limited near New River, Tenn. The dead and injured were taken by special train to Somer set, Ky. Iead who have been identified are : F. E. Cook, Orien, Mich. : E. J. Bussey. Detroit ; F. Rammich. Detroit; William Parks, Grand Rapids; Joe Kramer, Chi cago. Spreading rails are believed to have been the cause of the wreck. Decision in Wage Controversy to Be Announced Friday Announcement of the decision of the board of arbitration in the wage con troversy between the building contract ors and the unions affiliated with the Building Trades council will be given at a meeting at Library hall Friday night. The agreement between the contractors and the unions expires April 30 and the contractors proposed a new wage scale, to be effective after that date, calling for a reduction of 12 V per cent from the present scale. Members of the committee appointed to arbitrate the controversy were : Ot. W. T. McElveen, pastor of the First Con gregational church ; C. J. Parker, rep resenting the contractors, and Otto Hart wig, representing the uniqns. Definite decision was reached by the committee at a meeting Wednesday afternoon. Williams Recall Petition Started Salem, April 7. Petitions tor the recall of Fred A. Williams, public service com missioner, were being circulated here Wednesday. Postal authorities and police all over the Middle West today were searching for the four bandits who made a raid on the United States mails which will probably reach close to $500,000. The robbery was staged In broad day light yesterday evening at the Dearborn station in- full view of a dozen mail clerks and scores of passersby. Certification Asked Of $500,00a Bonds Salem, Or., April 7. Certification of a $500,000 block of bonds was asked of the state irrigation and drainage securities commission today by the Medford irri gation district. This additional bond issue is to j be used In completing the main canal jand distributing system for the district i and for construction work on the reservoir, which will supply water for the 10,000 acres of land in the district.
