1 1 T LUMBER INTERESTS ARGUE FOR SNELL COOPERATION BILL ,-. Ur , ' Washington. Jan.; 27. -(WASH- INtjsTON BtjRKAU OF THE JOUR NAL.) E. T. AHen of Portland and . other" prominent representatives of thej lumber industry in different parts of the country, appeared, yes terday before the house committee! on agriculture ' in support of the Snell bill for federal cooperation '' wltsh states in conservation, reforea- '' tation, fire and control. ' Clifford Plnchot. former chief forester, vigorously assailed the measure on the ground that It would favofr the monopoly of kimber owners and that It would per- ; rrfli the legislatures of Washington, Ore goft and California, to virtually decide whether the bulk of future lumber sup- " ply shall be devastated or properly regu lated. Timber land owners know they cooid prevent legislatures Irani passing j legislation they do not desi, Pinchot ! said. Under the interstate commerc com mijssion . findings in the Columbia 'basin rate case railroads involved have until , March 2 to file adjustments of the rates, . this being 90 days from date of service .'-Meantime petition for a rehearing is ex it pected to be filed by Seattle interests. fio word has been received here as to the progress railroads are making with new schedules or when they will ba filed. .SoftDrink Stands Accused by Police Of Breaking Faith Former proprietors " and undesirable hibltues of soft drink stands and card rooms closed by the city council during: its recent campaign against bootleggers and other law violators are drifting back inlto their old- haunts, the police have notified members of the city council. The newly-licensed proprietors were granted permission to open up on the condition that they would not allow the farmer owners and other undesirables to "ijianp around." Commissioner Bigelow reminded the council Wednesday. "If the nfew proprietors, or those we permitted I reopen on a promise of properly con ducting their places are violating our confidence, then I think they should be put outof business at once." j Mayor Baker appointed Commissioner Blgeiow to investigate. Clothes Don't Make Man, but Give Him Boost, Says Banker '" (By .United New) ';. , r -Chicago, Jah.i 27. Clothes may not make the man but they ring up a high percentage in his favor, John Fletcher, vice president of the Fort Dearborn National bank, declared Wednesday before the convention of the National Association of Tailors. "The first step in civilization adopt ed by our missionaries."; he added, "is to put pants on the pagan." .. , e Purchases x Made Tomorrow Go On February Accounts Which Are Payable March 1 i ; Service Commission p Should ! Have Own i Adviser, Says Grant, The state public service commission of Oregon should employ an attorney to counsel and advise with that board and with the communities . affected by the various measures presented to that body for final disposition. In the opinion of City Attorney Frank S. Grant. "In the past the city attorney's office has been compelled to neglect important matters needing prompt action in order to have the city's .interests properly pre sented before the commission. This is not reasonable, nor is it fair to Portland, or to any other community required to supply its own. lesal counsel at com mission hearings," Grant said. ' The Oregon public service commission Is the only body of its kind in the United States- without a Special attorney to ad vise rwlth it and to act for the com munities affected, according to the city attorney. , . .
