(WASH INGTON BUREAU OK THE JOUR NAL) Four Republican senators irtcurred the displeasure of the ma jority organization when they voted in. favor of the nitrates bill," which passed the senate by a vote of 34 to 29. The quartet consists of Capper of Kansas, Oronna of- North Dakota, La Follette of Wisconsin and McNary of Oregon. Johnson of California had acted with th "rebels" up to the point of the bill's passage, but on the final roll. call joined with the oraniHtion against it. Three Democrats, ijlore of Oklahoma. King of Utah and Vbmerene of Ohio, opposed the bill, the othtr Democrats support ing .it. M'SARrS REASONS McNary maintained that the operation . Of the plant and the expenditure of the , additional' 112.506,000 for development to . operate the plant as provided by the bill is gvjd business ; that to take any Other course would be wasteful of an enormous investment, and that nothing Is more important to the, national well being than to possess ucli. a plant for manufacture of explosives and fertilizer. Th epposition, the Oregon senator maintained, was largely aroused by sentiment against government control of operations which haunts many senators of the old school, plus a sectional feel ing against establishment of this large enterprise in the South. Amid a mass .f testimony these are some of the salient facts of the situation : Kor the development of two projects on the Tennessee river in Alabama the government ias already expended ap proximately SIO.'.OOO.OOO. FKOPOSED PLANTS One of these projects, which Includes tha incomplete Wilson dam. will .require something like $17,000,000 to complete. This would furnish cheap waterpower for operation of the nitrate plant. The second project,' the nitrate plant. Is complete so far as the manufacture of nitrates for explosives is concerned, operated by steam power. But to install machinery for certain improved- proc esses and to equip for manufacture of fertilizer in the form most useful to agriculture, the $12,500,000 provided by the senate bill is required. If .the project is abandoned, the salvage value at the highest estimate would not be over 50 per cent, and some estimates run as low as $3,000,000. If closed at the present stage and held as an emergency plant to bo opened in tha event of another great war,, the overhead expense would be high and certainly expensive." DEJflTANl CONSTANT The war department during the war accumulated a surplus of 300.000 tons of " Chilean nitrate to cover its needs for 'manufacture i of high explosives.-. It is estimated that- the government can safely tsJl half this surplus, which will pro ,vid a large part of the funds which it . ! proposed to expend for the Improve 1 wants, and when this is done the plant (itself will replenish the nitrate supply. With the completion pf bfth projects ,gvt an approximate total cost of $141. ,000,000. or $39,000,000 more than has been spent, cheap waterpower will be available for operation of the nitrate plant on a scale that will provide cheap fertilizer and relieve this, country of any dependence on the Chilean supply. ,The plant is located where the demand for artificial fertilizer is greatest and where it Is a necessity for continued production of -cotton and tobacco, the big crops of.tha South. But fertilizer demands are Increasing by leaps and bounds in some of the northern states, where soil fertility is becoming ex hausted.
