The inter national tribunal of justice, under the League of Nations, becayie a certainty Monday when it was .an nounced that 22 natione, including four of the. great powers, had affixed their signatures to the protocol, act ing under the direct orders of their separate governments. -. This constituted the necessary majority of members df the league. Those who Signed Monday were : Portugal. Oreecce. Paraguay,- Japan, Uruguay Slam, Swe den, Switzerland, Salvadore, South Af rica, China. Poland, Brazil, France, Ureat Britain, and Panama, . Portugal, Switzerland. Denmark and fcan Salvadore accepted the full principle of obligatory Jurisdiction of the tribunal. The secretariat of the league today sent out invitations .o all other powers.
