For about four hours Thursday traders operat ing: for a rise In stocks hoped thct call money would ease off and furn ish an Incentive for a revival on the buying: side of the market. Call money had opened at 9 per cent and loans were renewed at that figure. The first ray of hope was received from the floor of the stock exchange that for the first time since the govern ment had trtarted withdrawing from the banks In heavy -volume about three weeks ago money waa offered. Hereto fore brokers have had to bid for it. About an hour before the close the good word spread through the street that the money rate had eased to 8, per cent. Half an hour before the close. word came from the stock exchange, that the call money rate had declined to 7 per cent. Hope ran high in the breasts of those long of stocks but the market failed to show even feeble response and the session closed amid much dis appointment on the part of owners of stocks. Initial prices showed slight improve ment but shortly after the beginning of trading professionals again offered shares at the expense of price and caused slight declines. Persistent offer ings of Atlantic Gulf and West Indies which carried it down to a new low price for this movement had an un settling influence during the first hour but offerings of stock in general, were not as neavy as in the previous session and the list showed signs of resistance. Telephone or Telegraph Orders at Our Expense J BYm d. Readjustment May Affect Oil Prices, Is Eastern Opinion By United News New Tork, Nov. 12. The general re adjustment that is affecting almost every line of business throughout the country may shortly, to the joy of . the automobile owner, hit the oil business. The Wall Street Journal, usually well informed on such matters, devotes leading article, to this probability. Sev eral factors, it points out, other titan the natural psychological effect of fall ing prices in other commodities, may ai- feet the situation. The opening of Russian oil fields, for instance, which is not far off, with the Standard Oil and Royal Dutch interests negotiating for the output,, would throw a heavy volume of oil into the European field,, thus reducing the American ex portations to the continent. , . And that the oil men themselves have already discounted such a train of events la shown in the drop in oil securities of from $35 to $500 a share in the big issues. Vanderlip Thinks World Will Want American Capital In an address to the Associated Indus tries convention. Frank A. Vanderlip said that the framers of the reserve act intended the system to maintain 60 per cent to 65 per cent reserve and that 40 per cent was permissible only m pines of stress. He advocated raising the ratio, even though it would advance money rates. He stated, however, that a further rise of money rates in the near future was improbable and that there would likely be an easing of money. "We will inevitably feel an msauaDie foreign demand for capital, now that we sr the world's banker. We must now finance most of that part of the cotton crop which English capital once imancea. as we are now a creditor uauuu uu must be paid in goods."
