STATES JOHN GILL ' The areateat bird refuse in the United States will be destroyed. should Malheur lake be drained, accordinr to State Senator John Gill, who in a atatement today offers arguments, -which he believes refute the assertlone of those who say that the area is more valuable for agri culture. His statement follows: !- Residents of Harney county should know better than we of Western Ore gon what are the facta concerning Mal heur lake, and whether the bird refuge treasure should pass. Many settlers Who occupy lands fronting on the lake are among the petitioners who initiated this mearure. They are the very people Who require the wild grass of the lake shore land for their cattle. They know that if the lake were drained or disap peared these grasslands would became arid alkaline wastes. OPFOSENTS WO OVER The great companies which require Water from Blltzen and Silver rivers, which empty into Malheur lake, were at first opposed to the measure. In a con ference with their; officer and agents, ' our own officers reached an understand ing by which our claim upon "tributary waters" was elided from the measure ; and with this amendment' the measure has had the support of these interests the greatest agricultural factors of Har ney county. Without this support we could not have secured the petitioners required by law. The purpose of this- measure is to save from destruction the greatest nat ural refuge of certain rare birds in America. Some of these birds are almost or quite extinct In all other reglcr.e. Air. Vernon Bailey, a naturalist of na tional fame, spent six weeks about the lake .In August and September, 1920. He told me of such incredible myriads of wild ducks breeding there that for the preservation of ducks alone the value of these waters Is greater than any agri cultural benefit that might result from reclamation. Evidently tfits lake is the great central nursery of waterfowl for the greater part of at least four states. -i:ftfot one in a hundred voters of our State have any Idea of the -wonderful birdltfe to be seen at Malheur. With good roads to give us access to this res ervation, and the security of these vast bird colonies assured, Oregon has an other unique attraction for the tourist; and It has already a reputation so wide that the National Audubon society has contributed liberally to the expense in curred In the initiation Gf the measure for protecting this reserviatibn. ALKALI WASTE TO RESULT . What will be the result If the lake should be drained away; if It can be done? The lake bed has stared the heavy atkaltne contents of its waters In the clay beneath them for countless ages. If the waters are drained off, a vast area of hopeless alkali waste will be exposed ; useless for agriculture, and a monstrous scar in the heart of that great plain where Its waters now gladden the eyes of denizen or stranger. Around Its shores now lies a vast belt of grassland, ere ted by the decay of the grasses which have grown there during unnumbered centuries. These grasslands are the maintenance of more small farmers than are to be found In any other part of the Malheur basin. Drain the lake and these lands will be as Impossible for agricul ture as the arid sone that surrounds them. "Bill" Hanle: told me last month that the lake bottom Is of no value for agriculture. Save the lake and give It Into the custody of the nation ' . Governor Wlthycombe, In his last mes sage to the legislature of Oregon, wrote : "I advocate the ceding of Malheur lake and Mud lake In Harney county to the United States government by the state for the purpose of creating a permanent wild bird refuge. I make this recom mendation because I feel that Oregon, which contains some of the most im portant breeding grounds In the United States, should support the .federal gov ernment in Its laudable plan to furnish protection to migratory birds." Bend and Redmond Get Night Boards Bend, Oct 28. Because of the rapid increase In the population of Bend and Redmond by far the largest vote in the history of the county will be polled at the elections Tuesday, according to County Clerk Haner. To handle the I work in the big precincts the county 1 court has decided to appoint night eiec- ' tlon boards in both cities.
