Coincident with the announcement a statement Was Issued to the effect that the Columbia slough plan of draining sewage of the Peninsula district had proven an absolute success. With low watec. a strong current has been de veloped into the Willamette river. No system of drainage in Portland has caused as much comment as the Colum bia slough plan. It was pointed out. Originally it was thought necessary that a system of main sewers, with connect ing laterals, would have to be construct ed at an approximate cost of $3,500,000. Instead, use of the Columbia slough was made as a connecting link . between the Columbia and Willamette rivers and a cnrrent developed to drain the sewage. The cost of this plan is totaling $350,000. Forty thousand lots In the Peninsula district are being made to bear the assessment. From an original plan of assessing these lots $85 each, the assess, ment under the new plan has fallen to $9. In the original Specifications, it was proposed that two concrete sewers be constructed along the city limits for a distance of some two miles, emptying into the Willamette. , The first ditches creating a current were recently opened, and with the open ing of the East Thirteenth street sewer this week, the current developed was declared of unquestionable strength to forecast the utmost success of the plan. Commissioner Barbur, in charge of the public works department, who fathered the Columbia slough plan, conferred with the engineering department and an nounced that the current developed, with low water, was more than sufficient to meet the requirements.
