Jones has been advanced to the position oi agent of the sea service bureau and the local office separated from the Seattle office. The Portland office now becomes a full agency instead of a sub-agency under the jurisdic tion of Seattle. Captain J. Howard Payne, formerly Seattle agent, has been advanced to as sistant director with authority over the entire coast. This order was etiecwve October 11. Lieutenant Jones, will re tain the same offices and same staff as under the old ruling. For the enlisting of sea service men the bureau was opened in Portland in August. Mil. Many Civic Bodies Have Not Voted on Port Consolidation Th nort consolidation measure, which will be voted uDOn by the citisens of Portland at the November election, is still neither approved nor disapproved by many of the civic bodies of the city. Tuasdav evenine members of the board of directors of the Chamber of Commerce met representatives of the port and dock commissions to thresh out the matter and arrive at a decision.
