t4 THE OREGON' DAILY JOU RNAL.. PORTLAND. OREGON. ' TUESDAY, SEPTEMBER 21. 1020. "SC OCEAN FREIGHTS By ' , An Increase In ocean freight rates ;for wheat and tlea from the North TaciflC to the United Kingdom, with '). 4t concession In the matter of de i murrage, has been announced i by Jha TJ..ited States Shipping board. Grain shipment have been advanced from 20 to $23 a ton, while the rate on tlea haa been Increased from $45 to $66. The heretofore specified demur re charge of 4 rent a gross ton '-where a vessel falls to discharge 800 tons a day had been modified to a "lay day" agreement, which permits a '.' vessel to utilize the time saved In loading on the time specified in dis charging before the demurrage charge la Invoked. With the Increase In the ocean freifht rates It Is the general opinion among operators and exporters that new char ters for the United Klitgdom and the Continent will be announced freely. Since the early part of . August there has been practically no assignment of shipping board vessels for the grain ex port trade and the private charters ' : have been few and far between. The' latest private allotment an nounced Is for the American steamship , Ileber (new), now at Ban Francisco and launched August 7. She is in to the Tortland Flouring Mills company for wheat or flour for the United Kingdom and will be available for October load ing." Ties for the Continent have been go ing stow but the advance In rates will probably take some of the excess ton nsge now in the harbor for thaf trade. Rates to the Orient and to the west coast are unchanged and the new sched ule announced by the shipping board will not have an immediate effect on the Idle Japanese tonnage. SHIPPING BOARD ASCRIBED MOTOUSHIPS SAIL WITH LVMBKR FOIt WKST COAST Court troubles of the motorshlps Cal burra and Challamba having been ,4 cleared, the two craft got away Tues I day for the West Coast with full car ". goes of lumber. Foster's dock in Ho qulam to the dock of the Queets Trading- oompany at Queets river, a distance of 70 miles up the coast, In six hours and 15 minutes, the powerboat Blaxer, new freighter of the Queets Trading fcompany, set a record which marine ex- ''' perts believe will stand for some time. ; ' The fastest time heretofore was seven hours. On the record breaking trip the Blaser carried a full cargo and several passengers. On the return trip the Tea sel brought 10 state surveyors who have been running lines from the projected f . highway between the Klalock and the ' Clearwater rivers. July and August, of the current fiscal year ordinary . government', disburse' menta exceed receipts by $125,77.191.12, the deficit being due' chiefly to actual cash payments, approximating $130,000, 000, made necessary by the provisions of tha transportation act In connection with tha return of the railroads to pri vate control. He further stated, "ac cording to the latest estimates, pay ments on account of the railroads will probably continue on a large scale dur ing the balance of the present calendar year and will be relatively heavy during the month of September. Notwith standing the net current deficit during the first two months and these ex traordinary payments on account of the railroads, it is expected that the firrt quarter of the fiscal year ending Sep tember 30, 1920, will show a surplus." Freight Congestioji Leads Traders to Trade Acceptances "A number of manufacturing houses which have recently requested informa tion and suggestions from the American acceptance council as" to the incorpora tion of the trade acceptance In their selling terms have pointed out that their interest In the trade acceptance method has been stimulated by the effects of the portracted freight congestion." says the council's bulletin. "This congestion has made necessary not only increased borrowing where manufacturers have been compelled to carry larger stocks, but also longer time borrowing on ac count of the slowness of shipment. Many customers who have been taking the cash discount, when the movement of goods from manufacturing points was not so alow, hsve found It necessary to become time buyers. A logical result, therefore, of this situation a situation intensified by the prospect of slow progress in removing the freight blockade is that various manufacturers, heretofore not users of trade acceptances, are .seeking relief through Its adoption. The chief reason for the strength of the market were the Improvement of the bonding situation, the return of most of the Pennsylvania anthracite miners t their work, the compromise in Italy with the factory workers, fur ther evidence that Mexico intends to act like a civilized nation and a belief that the British coal strike wiir'be a failure if.
