clared on the B. O. lines east of
Cumberland. ; An embargo on all kinds
of Incoming and outgoing freight ship
ments except' food for human consump
tion and coal for public utilities and
hospitals has been declared on the
Pennsylvania lines. . ,

the railroad labor board on wage cases

authorised walkout of railroad men in
Philadelphia and Baltimore.
Doak conferred last night with the
"representatives of the Baltimore strik
ers and declared that "he is hopeful
that the men there will return to work
