1G HE OREGON DAILY JOURNAL, PORTLAND, TUESDAY, JUNE 8, 1820..' SERVICE BODY HAS NO POWER TO FIX IRRIGATION RATES PaJem, Jun 8. -The Central Ore gon Irrigation company la not a pub lic utility and th, state public ser vice commission has no jurisdiction to change the terms of the eontrac tMttwMn thi f:om Dan v and state of ficial governing , the furnishing of v water to settlers on this Carey act project for irrigation purposes. An opinion to this effect was handed 'down by Attorney General Brown Mon day for the Information of Che public service commUelon, to which the Cen tral Oregon company had applied for an Increase in water ratea ; , v : Officials of the Klamath Falls drain age : district, comprising' some: 2t,000 acres in Klamath county, were here Saturday in consultation with State Engineer Cupper relative to the ap proval of their" plans for the draining and irrigation of the project. It is estimated that the expenditure of 190, 00 wll be necessary. , A new schedule of rates for the Florence Electric company at Flor ence, Douglas county, is authorized by the public - service commission in an order Issued Monday. F. A. Elliott state forester, left Mon day for Coos county, where he la looking, over the ground for a site for use as an emergency landing . Held by the aero forest patrol to be launched in Western Oregon a'oout June IS. " ' Harvey J. Short, a patient tit the state hospital here in 1909 and 1910, has been sentenced to serve S to 20 years at hard, labor in the ; Kansas state prison for complicity In the murder of the ' infant child of Miss Zelphia Loomi at Wichita, Kan., ac cording to information received here Monday. : M'CAMANT IN HIS OLD ROLE (Cbnarnned From Pat One). , initiation in 1904. wrote the principle into their ,aw that the will, of the peo ple as expressed at the polls should be the guide of their servants elected at the polls when they included- statement number one .in ' the direct primary law. They then decreed that candidates' for the legislature should pledge themselves to vote. -for that candidate for-United States senator in congress who has re ceived the highest number of the peo ple's votes for that position at the gen eral election n(xt preceding the election of a senator In congress" without regard to ''individual preference." OLD GUARD DIED HARD ; Against this rock the old guard and the old guard leaders of Oregon, Mc Camant among- the rest, were politically New Ethics i inDentistry Hp HE health of the people is one of A the most important questions of the - day. Anything which conceals information about health is little short of criminal. People are entitled to know all about their teeth all about den tistry for infected teeth cause wide spread sickness, disease and suffer ing.: People cannot know of these things unless they are told, and the best wajr to tell them is to advertise. That is why Registered Dentists usinc the E. Ri. Parker Svstem ad vertisebecause advertising educates and tells where good dentistry can be had at moderate prices. Dr. Parker is thus making new and better ethics for the dental.pro Jpssion. He is opposed to any ethics that keep people ignorant of the dangers of infected teeth.- Under the new ethics, the great masses are now getting good dentistry, while under the old style only the favored few knew about it and could afford it. .- Your health, depends much upon your, teeth. You. are invited to call and have a free examination made. 1 " j Dr. A. 3. Caa-e Dr. A. H Mitchell Dr. C. B. Bcssett li i A -Tv' "Jfa-' shipwrecked. They passed out, but not without a long and bitter struggle. .' Oregon has not forgotten the, days of Ormsby - McHarg, ; who came -from the Jnaef circle of the old guard in the East to' debauch the legislature of Oregon into repudiation of Ow pledge .-it. had taken to follow the principle of state ment number one. It has not forgot ten the concerted and concentrated at tempts of the old guard, McCamant." in cluded, to elect legislatures pledged to statement number; two in v whicfc the candidate told the voters that he would "consider the- vote of the pee pJe' for United States senator in , congess as nothing more than a recommendation, which I shall be at liberty to vholly dis regard if the reason for doing so seems to me to be sufficient."': tl& t nas not forgotten the unanimity wYth which the voters relegated ' these '.-iindidates, and their . advisers, McCamsjit among- the rest, to the political discard, where most of them still are. . M'CAMAXT'S LAST '4TA5D That . issue was settled , and settled finally so far as the voters of Oregon were concerned, ya the well remembered "assembly" cam.algn of 1910, when. Mc- Camant made tr.is last stand against the people as an "assembly candidate for supreme Justice, and was shunted into the scrap hyap by a handsome majority. - And the j, the people --ef thai whole state," wh'ile they were " shunting Mc Camant Jown and out in the campaign of 1910 broadened their demand that their will as expressed at the polls be bbservjd, by enacting the initiative law governing the election of delegates to the national conventions,, which law Mc Cairiant is now .planning to breach. They rew rote the principle of statement num ber one Into that law when they provided that any delegate elected under its provi sions "shall subscribe an oath of office that he will uphold the constitution and laws of the United States and of the state of Oregon, and -that; he will, as such officer and delegate. - to the best of his Judgment and ability, faithfully carry out the wishes of his political party as expressed by Its voters at the time of his election.". USED KEW UW 1ST RACE McCamant admits that law to be in full force and effect, for he used . it as the vehicle by which he became a can didate. But he clings to his obsolete political, god of ; statement number two. He claims the - right "to wholly disre gard the vote of the people "If the reason for so doing seems to be sufficient." , McCamant was one of those who at tempted to hamstring the primary law in the troublous days from 1905 to 1910 when the voters of the state were .struggling to maintain their authority in supremacy of the bosses, the corrup tion and the machinery of the old guard in Oregon. He is the one in 1920, a decade after his compatriots in arms ad mitted defeat, I who is attempting to scuttle the primary law at Chicago. It is not that McCamant hates Johnson less, but that he hates the bonds. of the new order more. The McCamant issue in the Chicago convention ts the ghost of the old issue struggling to come back from the grave in which the people of Oregon buried it in 1910. Koad in Josephine County Completed The stretch of two and one half miles of new road between Grants Pass and Crescent city has been completed, dis trict engineer P. II.
