Thrrp, are 3.100 soldiers and 1000 officers in addition to the women and children. They are crowded Into barracks which once formed a German artillery camp. Among the women are two princesses, four countesses and eight baronesses. There is also the wife of a man who was mayor of Riga for It years. The ration which Is all that Ger many can give, la aa follows: At 8 a. m. Imitation coffee, thin and nasty, about a pint to each person ; at noon a pint to each of vegetable soup ; at 4 p. m. another portion of coffee. One loaf of the most awful black bread I have ever seen is Issued to each person every four days. This, is the entire ration on which these human beings are trying to exist It applies to children as well as grownups, except in the case of very young children, who are given diluted milk in such pitiful cfuanUties as to be almost negligible. Once a week, how ever, an allowance of 17 ounces of meat for each is available, 'but it is bad In quality and there is so little of it that it can only be put In the aoup, where It makes little difference. Fortnightly issues of grease and jam in lots of 7 ounces completes the menu. With President Wilson's note on Turkey before their eyes three premiers are considering this morning their reply in which will be seen the attitude of the allies to wards the United States. This in substance will say that power im plies responsibility and that the United States refuses responsibility. Even with America unrepresented, , the world's business proceeds and the European premiers, therefore, without disregarding President Wil son's point of view, are united in insisting: that the Turk remain in ; Europe and the caliph reside in Con stantinople with territory bounded I on the west either by the Enos j Midis or the Tchataldja line. ; In Thrace some modification of the j treaty in Bulgaria's favor is possible, so that Bulgaria may obtain an outlet to I the Egean. The powers regret that Treblzond is necessary to Asiatic Tur i key (which has already been divided j Into zones of exploitation), and hence ' cannot be assigned to Armenia. They ; are willing, however, to concede to Ar ' menia the use of the port as a com-. mercial outlet. Aside from these changes the treaty stands. The allies are now considering meas ures necessary for taking control over the Dardanelles and enforcing th treaty terms.' Among these. are the oc cupation of the peninsula of Ualllpoli by allied forces and the reduction of the - Turkish army. Tomorrow the voices of the military and naval ex perts will be heard. Interest is height ened by the presence here of the Turk ish nationalist, Gabib Khemal Bey, and the Armenian, Nubar Paaha. As in many previous cases, the' peace delegates seem to be planning "outside the reality." Early this morning the J7th division of French troops feft and was replaced by the seventh under General VidaVon. The people of Frankfort hardly knew of the change until the last supply train left town about 10 a. m. In the afternoon there was. a scene of ani mation before the Hotel Imperial. General De Metz was leaving by automobile with his staff for May- nee and General Vldalon Was stand ing at. salute. ' ; v: . The departing , division took care' to leave everything in good order, four sol diers staying until the last minute. Sleep ing rooms in the hotel were used as an Office.' With the 17th alt 4he Sengalese soldiers left, greatly to the satisfaction of the cltixena. The ity has now settled down to the ordinary life of m garrison town in the occupied territory. The streets are lively with horison blue and khaki of the French and Belgian uni forms. The tearooms and dances are fre quented by officers and the- theatres, operas and parks are crowded. French army officers seem to think that the Berlin government will try to recall the troops from the neutral sone now that the Germans see the allies supporting France in demanding the ful fillment of the treaty. However, the French are afraid that Berlin has lost control of the reichswehr and hence that evacuation is uncertain. I was told that in the opinion of the French their troops would evacuate Frankfort if the neutral sone were evacuated or the number of German soldier there were reduced, ac cording to treaty stipulations. The navy department was without knowledge of the movements of the. South Oakota today, control of the Asl-i atic fleet being In the hands of Admiral Gleaves. British troops leaving their barracks In Odessa to board the warships In the harbor Just before the Bolshevik forces entered the city. J overwhelming. 1 talked with Princess Mickewsky, formerly of the government of Kaluga. She appears to be not more than 25 years of age and must once have been very pretty. But suffering has left her face terribly haggard and her tat tered clothing does the rest. She as well as others came to Germany without a farthing or more clothes than she wore. Her best outfit consisted of a tattered sweater, a flimsy shirt waist, ragged skirt and one suit of underdo fling. She has no shoes or stockings, but only a pair of frayed carpet slippers. All about the camp are women and children with rags wound around their stockingless feet. The w ife of Colonel Plasetky, General Alfater's aide, is in charge of the women and children. She was delighted when T told her that American and English women in Berlin had collected 5000 marks (normally $1250) with which to buy cloth in order thaft the 40 women who have no underclothing whatever can make their own garments. This they will do within the next few days. Through the kindness of American men in Berlin I was able to furnish a sub stantial luncheon for all the children here today. The Germans, who are evidently doing their best, were ni'ist courteous, obliging and anxious to help us obtain information. They deserve credit because the Russians had o othel place to go and now Germany Is feed ing them out of her own scanty stores. It Is understood that certain American j organisations are investigating the mat- . ter of these internment camps and It Is ' possible that relief measures may be forthcoming. They must come soon to be effective. The Dutch warehouses are bursting with food, milk and other materials which are spoiling because the German brokers could not take them over when the value of the mark fell.: Funds judiciously applied would move j the goods across the frontier quickly j and save' the lives of hundreds of un- ' fortunates. ; Jamaica Approves Prince's Travel Cost By R.
