problem even more complicated than
the coal .strike. It waa not a sudden
revolt. Trouble has been brewing
forj many week and the department
of Justice has been watching: certain
radical leaders who have been fo
menting mutiny. As a matter of
fact, the department expected a
break in another industry to occur
before the railroad men struck.
It was a day of "I told you so" at
the department of Justice, where the
railroad atrlk was attributed entirely
to !a conspiracy of "radicals" and "Bol
shevists," who have begun a process of
"borln "from within" in an effort to
overthrow the more seriHlble and con
servative leaders of organised labor.

TWe have been warning the country
against the activity of radicals," said
one official of the department, "but we
have been accused of seeing things and
exaggerating."
Officials pointed out that while the
number of men out on strike was not
considerable U was possible for any
email number to tie up the transporta
tion systems of the country, especially
when adopting guerrilla warfare tac
tics .of suspending work without notice.
Attorney General Palmer got back to
Washington from Georgia and began
examining the ; reports of confidential
agents to see What evidence had been
collected on which prosecutions can bo
based. If it Is found that a conspiracy
exiits, Indictments will be placed against
the! leaders who participated, and It
Is also quite possible that the govern
ment may proceed against Individual
" strikers on the ground that they have
Interrupted the . transportation of the
nation's food "supply.
The Lever act still holds good and It
Is a lucky thing that the peace resolu
tion framed by the house has not yet
passed the senate or been put on the
statute books, for the department of
Justice will try to make use of some
wartime laws in handling the present
situation on the Irallroads.
Inquiry at all the government depart
ments Where Information might possibly
be i collected concerning the strike de
velops the fact that the outbreak on the
railroads was premeditated and that the
dismissal of a conductor on, a western
railroad was simply a pretext.
Inside the railroad brotherhoods a
persistent effort has been made to dis
lodge William Q. Lee. veteran leader of
the railroad men, and the failure of the
latter to secure increases In wages In
his; negotiations with the railroad ad
ministration and railroad employers has
given the insurgents food for revolt.

This situation Is hardly parallel to the
coal strike, though In many of Its as
pects there are points of similarity.
The government then proceeded by in
junction against a group of leaders who
presented radical demands but had the
rank and file in their control.
There was some doubt of the sincerity
.of the union leaders -when their men
refused to go back to work in sptte of
formal notice that the strike had ceased.

cerity of the appeals of the brotherhood
chiefs, who are successfully urging the
majority of their men to stay loyally at
their posts. In formulating a policy the
government therefore finds It necessary
to j be careful not to adopt sweeping
measures that will offend the loyal
union men.
An effort to prosecute individuals will
be i fraught with many dangers. The
brotherhoods v, ould prefer to do their
own disciplining, and it la not Improb
able, before drastic .-.otion Is taken,
conferences will be hell with the local
leaders of the railway men. In an effort
to do the thing that will produce results
without giving cause Or en additional
grievance.
BADICAL APPEALS CHECKED
It is significant that the White House
etilt be known early Monday that the
(situation had not been laid personally
before President Wilson, while the de
partment of Justice could not say defi
nitely that any action would be taken
within the next 24 hours. Government
officials are proceeding cautiously, and
are endeavoring to hold up the han-ls
Of the brotherhood leaders, who have
managed to' keep the majority of the
men at work, notwithstanding the
tempting appeals of radicals. The lat
ter have dangled a program of higher
wages and other alluring demands as
the certain reward of a strike at this
psychological moment, when the rail
roads are being recovered by their own
ess and there Is an Inevitable confusion
in dissassembling the tangles of gov
ernment control. Unquestionably, the
effect of the present disturbances will
be a further Investigation of the true
situation among the railroad workers
Of the country, and the immediate estab
lishment of the railroad labor board
provided by recent legislation. Presi
dent Wilson Is expected momentarily to
announce the personnel of the board.
This will afford a tribunal before which
the whole case can be tried,

from probable Jail terms. Mrs. Shelley,
complainant, who caused Earl's arrest
Saturday night as he boarded a train for
Seattle with Miss Seaman, Monday ap
pealed to Chief of Police Jenkins to free
her rpouse.
Shelley, who Is 27, up to a few days
ago, was chauffeur for Fred A. Douty of
the Multnomah Lumber 4 Box company.
Miss Seaman was telephone operator at
Good Samaritan hospital.
Patrolman Ramsey arrested the pair
on the Seattle train and Jailed them.
Inasmuch as they had not left the state,
federal authorities declined to investigate.
Interchurch Meeting
At Pendleton Brings

Frewater, April IJ. Church mem
bers of Milton and Freewater motored
to Pendleton Sunday to attend the con
vention of the Interchurch World move
ment. The meeting to have been held
in Milton Saturday afternoon, addressed
by the same speakers, did not take place
as, on account of a misunderstanding,
the speakers did not arrive until evening.
The infant daughter, Naomi, of Mr.
and Mrs. Berle Gaynor died Friday from
whooping cough. The twin brother of
the baby Is seriously 111 with the same
disease.
Sophomore Wins in U.
Oratorical Contest
Willamette University, Salem. April
18. John Lucker of Salem won first
honors for the Bophomore class when he
won the decision over representatives
of. the other classes In the annual Inter
class oratorical contest Monday night.
J. Fred McGrew of Idaho Falls, Idaho,
won second place for the juniors and
Roy Skeen won third place for the
freehmen.
