may be outlined as follows:

government ownership and "democratic
operation" of all railroads in the coun
try. Embarkation on non-partisan plan to

voted for Cummlns-Esch railroad bill,
described by convention leaders as "the
most vicious piece of class legislation
even written on the statute books."
i Rebuke for all members of the unions
and i brotherhoods making up the de
partment or affiliated with it who have
participated In the "Chicago" strike.
WOOD IS OPPOSED
' The meeting has already Informally
placed Itself on record as opposed to
universal military training and to the
candidacy of Leonard Wood for the
presidency. The candidacy of Attorney
General A. Mitchell Palmer has been
attacked, the speaker who suggested
that his best course would be to return
to Washington and strive to reduce the
high coat of living through the agency
of the Lever act being loudly applauded.
The general wage request for all
classes is for an increase of 20 cents
an hour retroactive to January 1, 1919,
with a sufficient additional increase to
cover the Increasedcost of living from
June 1. 1918, up to the present time.

Two. weeks! vacation with pay.
Time and one half time for Sunday
and holiday work, with a guaranteed
minimum of eight hours for a call on
such days.
A guaranteed minimum of eight hours
when required to report for duty on any
regularly assigned workday.
Elimination of piece work, tonnage
and the bonus system.

It appears he has endeavored, no
doubt for the benefit of the" war depart
ment at Washington, to obtain an accu
rate picture of the Ruhr situation. Its
causes, developments and possible con
sequences. A number of agents were sent Into
the Ruhr district and their reports were
Checked off s gainst one another, and an
officer of the general staff, one of the
"uniquest" figures in the United States
army, was sent into the region that is
th bone of contention in the whole
crisis. The officer in question is a Bel
gian by birth, was raised by his Jap
anese mother, served five years in the
foreign legion, six years In the Dutch
colonial army In the Bast Indies and
speaks eight languages.
As a result or these various thorough
going investigations, General Allen and
the American general staff probably
have as true a picture of the situation
in the Ruhr region as any chancellery
in Europe, and perhaps Its representa
tives are more Impartial, because of the
distinctly disinterested" and neutral 4t

The motion, was granted nt the claim
of defense counsel that Sheriff David
Yates committed a- prejudicial error tn
taking the jury, before it had returned
a verdict, to the G. A. R luncheon and
delivering In their hearing an address
on Americanism.
