14 THE OREGON DAILY JOURNAL, PORTLAND, FRIDAY, FEBRUARY 27, 1920. SHIPPING BOARD SPLITS ON POLICY OF SEAMEN'S BILL 'W'Mhlnston. Feb. 27. (U. P.) )'A sharp difference of opinion has 'developed among: shipping board of flclala over matters of policy. It was reported here today. I The trouble, which started over the gale of ex-German passenger ships, which was opposed by Commissioner K. 1 B. Stevena, centers around the Row i Tbls bill provides that "any Amerl- cans" may become earn en after nine I months training; or experience and after ! pawing a competent examination. The present law requires three years' serv ice on deck to classify for seamanship. 8TETEK8 OPPOSES FtA5 Chairman Payne and Commissioners Scott and Donald favor the Howe bill, mhlle Stevens oppose's It. Stevens Is supported in his stand by labor men who allege the bill discrim inates In favor of the shipping board's trained recruits. The present man power of the Amerkian merchant marine Is made up mostly of naturalized Ameri cans who object to having; to pass a "competent examination." Labor leaders hold that the Kowe bill will allow American-born youths to he come officers before others would be able to classify as seamen. AMERICAN YOUTHS TRAIXED American youths trained in Kovern. ment schools for merchant marine serv ice since December. 1917, total more than 26,000. MoHt of these are now em ployed on American-owned and con trolled ships. The shipping board Is still operating 4 three training" schools. They are lo . rated at Seattle, San Francisco and Camp Stuart. Virginia. Eight hundred boys are In training now.
