Thl statement was made today by Jules Breton, France's first minister of fcygiene and health. M. Breton said he regarded the problem of depopulation as the most important facing the coun , try at this time. Continuing tie said: ; "The, child mother problem haa two aspects.. First, w must endeavor by means , of a ' moral evasion, campaign of education to make girls realize the nobility of motherhood; we must adopt measures to counteract' infanticide and ; willful abandonment. The second phase i belongs to the governmental domain and we intend to urge upon parliament the necessity of appropriating funds to care ; ,' lor 'children where the paternity Is un- known or unacknowledged. We must , also care for unmarried, mothers while .they are unable to work. Is Made on America by London Newspaper London, Jan. 80. -(I. N. S.) Another scathing attack upon the United States : was printed by the Dally Express today. The' newspaper charged America with ' "financial hostility and quickly scuttling from her share of the world's burden." The Daily Express again emphasized Its original declaration "that "it 1s high time for Europe to organise and block the -United States squeezing the Euro pean nations any further:" Other London newspapers comment ertously upon the financial situation, but they are less venomous in their tone than the Daily Express. Women wealing the shortest possible dresses and the lowest possible corsages are less liable to pneumonia than those who bundle up, according to the Matin today, quoting an "eminent physician." Belief was expressed that the present day fashions are the healthiest of ail, because they per mit free circulation f air against the skin and act as a stimulus to the nervous system. The physician pointed out that even less clothing would be desirable if the-climate were warmer. He be lieves that pneumonia would then be unknown. How the ex-kaiser planned a sensational gallery play by casting himself upon the mercy of the American government and people, whereafter he Intended to take out American citizenship papers and open an office In Wall street, and, backed by the German crown treasure, become a captain of Industry, was revealed to Universal Service today by a prominent Dutch source. Misinformed by his Dutch advisers. who hoped thus to rid Holland of the embarrassing guest, Wllhelm Hohenzol lern worked out mri elaborate scheme whereby he hoped toNtaln his liberty under the protection of -the American flag. Immediately following the signature of the Versailles treaty, he planned to flee from Holland secretly aboard a yacht, the purchase of which he had already negotiated through a trusted friend in Norway. Once within the three-mile limit of the United States, the Imperial ensign was to be holftted and he would give himself up to the American naval authorities at Hampton Roads, meanwhile Issuing a wireless proclamation pleading an Im mediate audience at the White House, appealing to the charity and sportsman ship of the American people, and ask ing that a special act of congress be passed making him a citizen in consid eration of his renunciation of all claims to his throne and royalty. News reach ing Paris from Ukrainia indicates that a curious state bf affairs prevails there. General Petlura. the only sub stantial national figure, has been driven into Polish territory by General Denikjn's army and his troops have been scattered to the four winds. Now General Denikln In turn Is fleeing be fore the Bolshevik!, and consequently a large part of Ukrainia is left without a master. The reds are too busy chas ing the whites to organize the country they have conquered. According to Red Cross information, however. General Petlura is organizing a Gallclan legion with Polish support With this force he hopes to oust the reds from Kiev. Pittsburg Children Honor French Artist By Henry J. The govern ment's suppression of the Freeman's Journal, the moat influential nationalist daily' in Ireland, shows the determina tion of the authorities to carry the pol icy of enforcing; their directions to every point they think necessary. The reason given officially for the suppression of the newspaper is that it published an attack on a new project by the govern ment for recruiting a force of special volunteer constables to assist the ordi nary police in the city.
