"War weakened Germany is bleeding to death and will collapse soon unless the allies patch tip , her boundaries to prevent the unhindered outflow of her Industrial products and the simultaneous Influx of all manner of nonessential luxuries that are eating up the country." This view of the present economical situation of Germany was given me to-; day by Walt her Rathenau. Germany's great industrial leader, whe besides be ing the head of the German General Electric company, is also the author of a series of widely read books on the new Germany. "For the first time in the history of the world," he continued, "a civilized country has been left with its boundaries dangling up in the air, so to speak, with out knowing where its sovereignty begins or ends. I am referring to the break in the German frontier along Belgium and France. Day after day many auto mobiles bearing cigarettes, soap, per- I fumes and laces cross from this section I into Germany without our authorities being able to control the imports, because men wearing the uniforms of the allies accompany the cars. And, vice versa, score of automobiles cross from Ger many to the French and Belgian sides carrying off our best industrial products which have been bought up for a song. What is the significance of this? "It means that our life blood is ebbing out slowly. It means that our factories, which we have put back at work at such tremendous cost, are getting for their products luxuries which we had done without for years. Not that I blame the people; they are entitled to these luxuries, but if this vast amount of smuggling is kept up, if the hole in our western frontier is not patched up it will be impossible for Germany to get well again financially, economically or Industrially. It will be impossible for Germany to pay her war debta." Three Persons Die , ; InFlamesjBuilding Partially Levelqd New York. Jan. 21. U. F.) United States Will Not Ask Criminal Trial of ExJKaiser Washington. Jan. 21. I. N. &) The United States is not a party to the rt-, truest for the extradition of the kaiser from Holland for trial by the allies, it was learned at the state department late today. Secretary of State Lansing, a a mem ber of the peace conference, opposed a criminal trial of the kaiser, nut ravorea a political trial. Failure of the United States to ratify the treaty was given as the -reason for the failure to be a party to the request for extradition. Severe Storms Off Norway I,ondon, Jan. 21. (U. P.)
