Thursday morn ing the responsibility for the sugar situ ation was shifted to the wholesalers and jobbers, who were accused of unfair practice in forcing the retailers to ac cept the higher price sugar if they want ed the cheaper beet sugar. Humphreys says he can see no rea son why beet sugar should be sold only with a double quantity of. cane sugar.
