Because of a lack of firm offering- for cargo on the steamer Effingham, consigned" to Hamburg and other Ger man ports, the schedule of .this vessel has been, switched and she will now (t direct to London and Uverpool, ac cording' to an -announcement' by A. , C. Stubbe, geperal manager of the Columbia-Pacific Shipping , company, today. ' Th6 Effingham was billed - to sail from the Sound next week for Germany, and was , scheduled to-come to Port land for cargo. The offerings of cargo being small, it was decided to change destinations to Liverpool and London and Stubbe says that she will be here about November 15. "The offerings of cargo in connec tion with these European sailings are not what they should be." said Stubbe. "Much stuff is now being sent over land for consignment abroad which could just as well be routed to Port land and sent by water. It does not seem that the shippers are doing enough along the line of informing con signees about this-service. The busi ness of patronizing these boats snouia be encouraged and the boats will come here."; - . . FREIGHTER LAUNCHED IN NIGHT J. R. Gordon Goes Down the War in ... Darkness. Despite the darkness of night, the steel freighter J. R. Gordon was launched at the yards of the Northwest Steel company at 9 :40 p. m. Wednesday with all the success that could be wished fori and the hull is now tied up at the South Portland docks with crews aboard rushing her completion. Mr. and Mrs. James Jodd of Seattle were among those on the platform, while Mrs. Hertha Todd Cahill, their daugh ter, officiated as sponsor. -The launch ing occurred at night in order vto take advantage of the .high tldej - The Gordon was the first vessel to go down the ways at this yard since war was declared painted other tnan tne war gray. BOAT DELAYED BY' ACCIDENT Steamer's Trip Halted by Thrust ' Bearings Burned - Another accident baa becurred to de lay the steamer West pocasset in her voyage with a cargo of flour for the grain corporation, consigned to New Yofk. The Pocasset set off from As toria TUesday morning on her loaded eea trial. She was not out of the harbor when the 'thrust bearings burned out. The Vessel was anchored for the night and . on Wednesday was towed back tA port., New parts and mechanics have been sent from Portland to make re pairs, and it is hoped to have the steam er get away again on the trial trip about Tuesday. .ALL ALONG THE WATERFRONT Local steamboat inspectors gave the municipal fireboat George H. DEBATE ON TREATY ' II (Contimied SVota Pae One) can party, want prompt action ,on the treaty and fear that because most of the Republicans have expressed . themselves In opposition to the treaty that the coun try will somehow fasten the blame for inaction . on the Republican party. - So the time is approaching for final action. It should come during the last part of November, though debate and voting on reservations will no doubt begin eariy in the month. The treaty situation is simply this: The Republicans have been successful In making it plain to - their Democratic colleagues that the treaty will not be ratified without some reservations and the Democrats realise that they cannot cet enoua-h votes to add to their own strength to secure the adoption of the treaty without qualification ana are in, the mood to accept reservations. But here is where tha mistake made by the Democrats in insisting on an unquali fied 'treaty may be repeated by the Re publicans, for the Utter would appear to be Insisting on their own reserva tions without dotting an "1" or crossing of a "t" While the Republicans may not realize it; they wilt discover before long that the senate may refuse to vote for a ratification that contains reserva tions so far as to amount to amendment of the treaty itself. KIIXIHG OF TBKATT FEARED Conservative men in the Republican ranks who refused to join with some of their colleagues In killing the treaty by means of drastic amendments are still counted upon to stand with the Democrats as against reservations that would indirectly strangle the whole treaty. But the nrlce of acquiescence on the part of .the conservative Republicans is an Acceptance- by the Democrats of cer tain reservations. This the "Democrats are prepared to. do unauestlonably. So it is aH a ques tion of what kind of reservations . shall be made. The extremists on tne Ke publican side who were defeated, in tneir efforts to amend the treaty directly wW not cease their efforts to tack on res ervations that mean the same thing. Unless the conservative Republicans who really wan-to see a' League of Nations established and the treaty ratinea at an early date Join with the Democrats in voting down such reservations they will find that a ratifying resolution con taining the drastic reservations will not get the necessary two tniras vote, ior the one third who are Democrats are enough to block it EASIEST WAT SUGGESTED Those Republicans who are clinging to the notion of putting drastic reser vations In the ratifying resolution are doing so on the supposition that the Democrats wfil not dare vote against any ratifying resolution. that is put up to them and that responsibility for the delay of the treaty will then fall. on the heads of the Democrats, but the curious part of it is that the Democrats will dare to do so. And uie moral or the situation is compromise. The whole thing could be ironed out in five hours if the men who really want the treaty ratified and the league established could sit down together and form an iron tight coalluon. The trouble is that some of the men who have opposed extreme reservations are insisting on a record vote. So the senate may have to go through the process of voting down the various res ervations and even possibly a ratify ing resolution containing extreme reser vations until the hour of compromise ar rives.
