The commissions have nothing in common, he asserted, and each should carry out - its own work. A like sum has been appropriated by the dock commis sion. - - , ' '" TO SELI, PtTErTZE v t i Resolving to open the Port of Port land coal dock to freight handling when this will not Interfere with bunkering of ships and appointing a committee of three ! to Investigate all the Insurance business of the commission, the session was concluded with authorization of the sale of the auxiliary schooner Puiitxer for the sum of $3000. The port purchased the Pulitsser 10 years ago as a pilot boat when the porta took over the business of piloting boats in and out of the .harbor. The Pulitzer was last used as the municipal fish boat, as she Is no longer adequate for use as a pilot boat ! NEW CROP SHIPMENT LOOMS Scarcity or Steel Bottoms Has Been Drawback Thus Far. Portland grain exporters' are antici pating that before the end of the year several cargoes of wheat will have gone forth from this harbor. . To date there have been no grain shipments of the 1919 wheat, although considerable flour has been' shipped. The- fact that no grain has been- shipped Is explained by the scarcity of steel bottoms, j Where steel ships have been available this fall, they have been used for flour. It was Intended, until the shipyards strike was declared, to use two of the steamers coming from the Standifer plant in a few days as grain carriers. The strike delay, however, allowed flour Intended for export to accumulate in the meantime, and now it is said that the steamers will be used for flour and the grain situation Is as indefinite as ever. It was due to this same scarcity of ships that the last of the 1918 grain wasJ not shipped until a few weeks ago. In the meantime grain is not being allowed to accumulate in . the Portland ware houses. It is being held In the interior. but a cargo could be quickly; assembled should the shipping board- assign grain carriers. The government Is meeting with extra expense, in holding charges and interest, of retaining this grain in the country elevators. Wooden bottoms for the grain trade have been suggested, but it seems that the underwriters will not j carry the wooden ships for grain cargoes. It is further explained that the wooden steamers are so small that, with the present condition of their having to carry fuel for the round-trip passage, where European cargoes are concerned, there would be little space; for grain cargo. ' Shippers say that the government has promised grain carriers out of this port In the near future, and at 'the local of fice of the grain corporation it was learned Wednesday that at least five off shore shipments are expected before the end of the year. SEATTLE SHIPS TO ENGLAND Behold (he Dewey, Touching at Port land This Morning! In tranBlt from Seattle to Liverpool and London direct from the Pacific coast, the steamer Dewey iarrlved up the river at 7:40 o'clock this morning to load more than a thousand tons of freight at the Fifteenth street terminal. The Dewey Is the second of a line of steamers owned by William ! Dimond & Co. San Francisco, that, is to carry Pacific coast products directly to Scan dinavian ports and the United Kingdom. The next steamer, according' to the Columbia-Pacific Steamship company, lo cal agents, will probably be for the Scandinavian trade. Although the strike In Great Britain affected : all trans- Atlantic shipping, tt is expected that the third steamer will visit this port within a month. The Dewey probably will leave Saturday. S. S. Windber Off to Orient Steamer Windber', owned by the Pa- ciflo American Fisheries company of Beiungham, wash., carrying; 1,500,000 feet of lumber and 7SO tons of copper ingots, the latter loaded in Puget Sound, left down the river this morning: en route for the Orient. The Windber prob ably will sail from Astoria Friday. ' MUNICIPAL DOCKS MEET EXPENSES FIRST TIME September May Have Been Best Month in Terminal History, Secretary Hegardt - Suggests. DOCK CHARGES T(Tg0 UP New Schedule to Be Submitted to Commission for Final Ac tion October 24. September was "probably the best month In history" In point of rev enue from the municipal dock prop erties of Portland, according- to the report of Secretary G. B. Hegardt to the commission of public docks at its meeting today. ; ' . For the first time all of the docks more than met their monthly overhead for the period. Revenues shown In IJegardt's report were: St. Johns ter minal SI 5,083.28, Fifteenth street termi nal $6707.23, East Washington street terminal $4565.99, Pittsburg street ter minal (St. Johns) $556.46. The. last Item does not 1 include revenue from about 4000 tons of grain stored on the dock, which is not received until after the grain has been taken out. The fore going figures, together with $320.83 from public levy and a few other sources, gave a . total revenue of $27,308.76 for the month. WORK OUT NEW SCHEDULE A general increase in dock charges shortly to be made also was discussed. Secretary Hegardt and his office force have been working out the new ached ule. which probably will be submitted to the commission for final action October 24. At present the Portland dock charges are said to be lowest on the coast, and the statement was made at this meeting that even under the increased schedule the rates will still be lower In every Instance than on Pugejt Sound. This in crease, it was also said, will more than absorb the higher wages that are being paid now for dock labor, and wiH com prise, a horizontal increase on wharfage and storage charges, but not on labor furnished by the docks. ASK FOB 68 SATS Labor complications In the timberlands are said to be responsible for the re quested time extension made to the commission today by subcontractors fur nishing piles for the docks at the St. Johns terminal. Sixty days additional time was re quested and granted, although the com missioners intimated that the contrac tors on this work had not been as dili gent as they might In arranging for the supply in advance. The trouble is said to be in getting long piles for the slip side of Pier No. 2 and contractors are said to be 1300 pieces short of the num ber necessary. Enough have been re served, It was said, to complete the other piers. ASK THAT FEBBT BTJN AGAIX A petition was read, signed by practi cally all the business Interests on both sides of the river below the Broadway bridge, asking for reestablishment of the lower Albina ferry. This ferry was discontinued as a war emergency act. to allow the west side slip to be used by the Wilamette Iron & Steel works. The commission tabled the petition be cause the matter comes up before the county commissioners next week. It was said that there is. no feasible loca tion for a landing on the west side at the present time. The east side landing is at the foot of Randolph street. ALL ALONG. THE WATERFRONT The Parr-McCormlck steamer. Wil lamette arrived in the river this morn ins with a general cargo from Califor nia ports, ana is en route up to Port land. The steamer Daisy Freeman has finished discharging her general cargo at Couch street dock, and will leave thin afternoon for lower river norta to take on lumber. Tne steamer West Hartley,- earring a flour cargo for the Grain corporation, loaded by the Columbia-Pacific Shipping company, after concluding its eea trial, left for the East coast Wednesday aft ernoon. The Latoka, carrying ties for the same company to the United King dom, left Astoria Wednesday night at o'clock. ' The steamer Wawalona was towed from the Standifer steel vard in Van couver, where the vessel was launched several weeks ago, to the Port of Port land drydock, for finishing touches The Wawalona will probably go into commission aa . a flour carrier next week.
