'It is explained that the banks are endeavoring to get this foreign money out of circulation in the Northwest, where It has become exceedingly frequent of late. Watching for Solicitor W. F. Wood ward of the Woodard-Clarke company, has asked -wholesalers and others em ploying traveling salesmen, to Investi gate well before they contribute to a fund being solicited by a young man representing himself as agent for in terests attempting to bring about a reduction in railway iare ior salesmen. The young man was detained several days ago by the police who consulted the city attorney's office, and found he was technically within the law in .his solicitation. Woodward is still skep tical regarding t)ie use to be made of the funds being raised. Favorable Light. ; The committee on uniform -Judicial pro cedure of the American Bar association, of which Joseph N. Teal of Portland Is a member, recommends that every mem ber immediately request his senators and congressmen to assure the passage of the bill before congress giving to the su preme court of the United States the authority to make rules governing the entire procedure In cases at law to the same extent that it now has power to gegulate the procedure" in equity and admiralty and the bankruptcy courts. The committee believes that the bill Is the key that will unlock the door to a new era of scientific judicial relations. The report' says : "The united bench and bar will coop erate in first constructing and then in perfecting a simple, correlated, scientific system of rules of procedure and practice- This system of rules should em brace all the merits and none of the vices of both te 'common law and 'code' pleading. Its featural merit will be a patriotio effort to administer, instead of Impeding Justice, by the lawyer who is now sworn to uphold all procedural statutes, though they obstruct Justice. The judge will- solve procedural diffi culties by seeing to it that the case is brought speedily to issue on its merits through suitable amendments to the pleadings." In urging that a special committee be appointed to present to state legislatures the merit of making annual appropria tions of small sums to defray the travel ling expenses of judges, both federal and state, to meetings of the judicial section of the association, the report says : "It is desired to repeat that such an appropriation would be but a small pre mium to pay for Insurance against di verse Judicial opinions; for the promise of uniformity 'and for the constant im provement in jurisprudence assured by an annual convention of appellate fed eral and state Judges. Justice as well as liberty must be assured in America. Lib erty was won only through the sacrifice and privations of war ; justice can be achieved only by scientific, organized, vigilant and consecrated effort." The committee on uniform judicial pro cedure comprises Thomas W. Shelton of Virginia, William Ho.ard Taft of Con necticut, Jacob M. Dickerson of Illinois, Frank Irvine of New Tork and Joseph N. Their trip is in the nature of a rest after Morganthau's hard work Heavy Fines Handed Violators, of the State Fish1 and Game Laws Numerous violators, of Ihe state fish and game laws were convicted in vari ous parts of the state during the last few days, according to reports made to the game commission this morning. B. L. Jewell, deputy game warden at Gold Beach, reports the conviction of Bert Anderson of Wedderburn for fish ing with a gill net below the deadline at Doyle's Rock in the Rogue river. Anderson was fined 50 by Juce E. H. Dye of Gold Beach. Jphn Matheson of Portland was ar rested by G. R. Morgan, deputy game warden,! for catching and having In his possession undersized trout. City to Be Host to Coast Fire Fighters September 8 and 15 Portland will be host to two great fire fighting organizations, the fire chiers or tne facmc coasi ana me in ternational Association of Fire Fighters, during the week of September 8 and 15l These two conventions are expected to bring a good representation of both fire fighters and the men who have directed the fire fighters at their work. City Commissioner Bigelow and Fire Chief Dowell have been working with committees of business men to provide for the receptions and entertainments to be given the visitors, Portland tire men are making active preparations for the coming event. During the conven tions the public will be given opportunity to witness many splendid demonstra tions of "safety first" in fire protection matters. Woman Arrested on Charge That Forged Check Was Passed Arrested In Seattle on charges of lit tering a false check here, Miss M. Holt will be brought back to Portland by Inspector Wright, who with Inspector Gordon has been working on the case. Miss iHolt bought a trunk from E. O. Phillips of 467 Washington street two or three days ago, and the check was i later found to be a forgery- Miss Holt was found in Seattle. Several other checks j held by inspectors for investiga tion show similar handwriting tenden cies. Miss Nichols Will Tell of Conversion At the First Christian church this morning the Rev.
