Work on the construction of a flour mill on property to be leased from the nubile dock comrnlssleo will be com menced soon after the signing- of a lease of the Bite at the municipal terminal at St. Johns. The roill must have a mini mum capacity of 500 barrels a day. and II is expected that the output will be twice that. The mill will be erected by W. It. BaRot. one and a half acres or land Be lnsr used by the plant. The dock com mission will grant permission to the lessee to construct and maintain a con veyor which will connect with the oper sains house and storage annex of the new municipal grain elevator. The lease runs for a period of 25 years with the privilege of a renewal for a certain period. Under the terms the mill must be completed by August i, 1820. . . . In granting the lease the dock com mission is mindful of the benefits to be derived from the location of the mill from the standpoint of export trafle. ample' facilities for which urn being pro vided at the new terminal. Roosevelt Are Among Those Honored. Cambridce, Mastv, June 19.-(I. N. S.) America's war heroes on land and sea received recognition from Harvard, uni versity today when degrees were award ed at commencement exercises in San ders theatre. - . Major General Enoch. Herbert Crow der. Admiral William Snowden Slnikvand Henry Pomeroy Davisjon, repregentlns; the army, navy and American Red Cross respectively, were given the hon orary degree of doctor of laws. The death of Colonel Robert Bacon, former ambassador to France, prevented him from receiving ther same degree. Colonel Theodore Roosevelt Jr., who distinguished himself in the war, re ceived the first honorary degree of his youthful career that of Master of .Arts. This degree was also presented to Lieu tenant Colonel Charles White Whittle sey, commander of the "lost battalion," and his companion in the Argonne, Cap tain -George Gibson McMurtry. In all eight Harvard graduates who gave dis tinguished service in 'the war were hon ored. SheepsKlns were given 253 seniors who completed their courses, a special A. B. or S. B. war degree was given 289 for "honorable service in war." . although they completed only three-quarters of their courses and to enr-h of 3S nfhr who lie buried across the Atlantic an A. ts. or a. a. oegree was awarded. Colonel in Charge Of Recruiting Here Is Ordered Overseas Colonel Samuel A, Kephart, for the last few months head of the army recruiting service In Oregon with of flees in the Worcester budding,, has been ordered to report to Hoboken. N. J., for extended overseas service, lie probably will be given command of some heavy artillery regiment. He will be relieved here by Colonel Charles H. Martin. Colonel Kephart Is a West Point erad uate ef 1892. He was later graduated from the artillery school at Fort Mon roe, va, and also the graduate school of submarine defense at Fort Puponi. Dei. He served during the Spanish-Amer ican war with light battery F of the Fourth artillery and took part in the Philippines. During the present war he was stationed in the Panama canal sons in command of the coast defense fortifications at Balboa. He afterwards went to Santiago, Cal. Club Women Urged To Censure Stand Taken by Wilson Centralia, June 19. Governor Louis F. Hart Wednesday attended the twenty- third annual convention of the Wash ington State Federation of Women's clubs. In a short address the state's chief executive solicited their coopera tion. At the morning's session a motion by Mrs. K. S. Klwood was carried to the effect that a telegram be sent to the governor assuring ' him of the support of the club women In his new office. In the evening Mrs. N. S. McCready, president of the federation, recommend ed the adoption of a resolution favoring a League ef Nations and the fonwardlng to President Wilson of a resolution cen suring ' him ' for his stand en war-time prohibition. -New officers will be elected today. - A surprise was sprung when the nomina tion ballot was read, showing that Mrs. C. P. Balabanoff of - Tacoma had re ceived 113 votes to 33 by Mrs, W. M. Kern of Walla Walla, whose election, it was expected, would not be contested. Mrs. Kern received 99 votes for the nom ination for first vice president to 14 by Mrs. II. A. M. .Bonnar ef Seattle. American Legion Puts Ban on All Military Titles Military titles are banned In the American Legion except' for those : who are yet in the army. A resolution to this effect -has been passed y the meeting of the joint executive committee composed of members from the Paris and tee St. Ijoulc caucus, according to word received by E. J. Elvers here from Henry X. Lindsey, national chairman. While this action may constitutionally only apply to the national .organization. it is also recommended for the state and local organizations, and Portland has already adopted such a prevision.
