THE OREGON SUNDAY JOURNAL. PORT LAND, SUNDAY MORNING. MAY 23, 1913. STATE CHAMBER OF COMMERCE FAVORS NEW LICENSE LAW Act Passed by the Last Legisla ture Affords Protection to the Public From Dishonesty. EFFORT MADE TO KILL LAW Petitions Being Circulated by Opponents of License Law Call for Referendum in 1920. ' The Oregon State Chamber of Com meroe, through lta official, heartily In dorsed house bill Now 25, pawed by the last legislature. The bill, which - be comes effective May, 29. provides that alt real estate brokers operating: In Ore gon mast make application for license to the' state Insurance commissioner, upon payment of a fee of $5, together with a bond in the amount of $1000 and recommendations from 10 freeholders of the community where be proposes to operate, vouching for his honesty. liAff BAISII8 STANDARD OF HOlfESTT . "This bill will prohibit dishonest par ties and curbstone operators from enter ins; Into the real estate business m Ore gon, and will leave the business in the hands of gentlemen who are a credit to our state and whose object Is to increase our , resources in exchange and sale of properties along agricultural, commercial and industrial lines." declares George Quayle, general secretary of the state chamber. ' "There has been a feeling among cer tain citizens in the past that all the real estate man wanted was to get his com mission. . which . sentiment prevails In other states as well as Oregon. Commer cial organizations Within our state have received many letters from parties in the South. East and Middle West ex pressing a desire to come to Oregon to locate but they make it very plain that they do not wish to deal with realty men. It. is presumed this feeling is prompted by the treatment accorded them in the past. SEW iAW PROTECTS PUBLIC "If the law is allowed to remain as it now stands, commercial- organisations and others In Oregon will feel free to inform Inquirers from without the state that they need -have no fear of investing in Oregon upon the recommendation of the realty dealers of our state. It is true in many sections of the United States that misrepresentations made by unreliable realty dealers have brought about unprofitable investments, which it is the intent of the present law to overcome. ' ; "Oregon should safeguard the inter ests of prospective investors. The realty business is as legitimate as selling sugar over the counter, and a majority of the dealers are highly respected citisens of integrity with a desire to upbuild our state along agricultural; commercial and industrial lines, having- the interests of the state at heart. It is up to the voters to disregard any movement that will rescind the action of the legislature at Its last session regarding this, question." COMMERCIAL CLTTBS FAYOB. To meet this market the National Realty Associates, owners of Westover Terrace, have opened offices in the Henry build ing and will dispose of a limited num ber of building sites In that addition. Westover Terrace is one of the most attractive of west side residence dis tricts. Officials of the National Realty Associates go further than that and de clare this to be the most beautiful resi dence district in the "United States. The broad terraces were created at the order making known to Inquirers that such a law was in effect and that they mflpht feel safe in accepting any statements as to conditions and prices of property In Oregon from reputable realty dealers. Replies have been received from cham bers of commerce and commercial clubs throughout the state and without ex ception these organisations favor the realty license law as it stands and frown upon the attempt of its opponents to apply the referendum. The law becomes effective May 29. unless its opponents succeed in filing their petition with the proper number of signatures on or be fore May 28. If the petition succeeds the law cannot go into effect until after the election of November, 1920. HOME BUILDERS WILL BE Appointed by Mayor Baker Out lines Plans for Assisting Pro spective Home Builders. Organization of a corporation for the purpose of financing home builders who lack the necessary funds to pay con struction costs was planned at a meet In e of the finance committee of the "Own Tour Home" campaign Monday afternoon. It is proposed to capitalize the financing corporation at from $200,000. Debenture bonds will be issued and the business conducted, along lines usually followed by building and loan associa tions, according to members of the com mittee. There is no reason why it should not be found practical to advance up to 75 per cent of the value of the property to applicants of good moral risk." de clared one member of ' the committee, "and to provide for the amortization of the loan in a period of 10 to 15 years." The possibility of cooperation between the proposed local company and the Federal Home Loan bank, proposed in a bill before congress, was also dis cussed by the committee. The committee in charge of the proj ect was recently appointed by Mayor Baker to cooperate with -the manage ment of the "Own Tour Home" campaign. Members of the committee are J. B. Kerr, chairman ; J. L. Hartman, J. C. Ainsworth, Paul C. Murphy, E. P. Law rence, J. H. Hartog and O. H. Skotheun. Important Sales of Farm Lands at Elgin Elgin. May 24. Portland is distinctively a city of beautiful homes and the "Own-Tour-Home" campaign management has com pleted plans for the publication of an art pamphlet setting forth the many advantages of the city as a home town. One hundred thousand copies qf the booklet will be printed and distributed through the hotels of the city. O. H. Skothetm, executive secretary of the "Own-Your-Horae" campaign, announces that a committee has been appointed to handle the details of the work. This publication, according to Mr. Skotheim, will be one of the out standing contributions to the city on the part of the "Own-Tour-Home" cam paign. A. S. Johnson of The Journal staff baa been appointed chairman of the committee. It is planned to have the booklet ready for. distribution during Rose Festival week. New Industry t Paseo Pasco. Wash., May 24. That Pasco will be the distributing point for a large business concern is one of 'the probabil ities growing out of the sale recently made by the Parlln & Orendorf Plow company of Canton, 111., to the Interna tional Harvester company. The P. & Q. people have maintained a branch house here for a number of years, where they have a large brick warehouse. The splendid railroad facilities, as well as two navigable rivers, make this a log ical poinj, for a wholesale distributing center for a large section of the North west, and while no definite policy has been announced by the purchasers, it is considered highly probable that Pasco will profit by the change. He was accompanied by Harold Jungck of Duluth, who will have charge of the Financial Proble ins In Home Building CampaignEecbgnized Plans for financing home builders will be discussed Monday at a 'meeting of a committee appointed by Mayor Baker in connection with the:; "Own Tour Home" campaign. Replies to a ques tionnaire submitted by the management of the campaign several months ago Indicate that several hundred Portland families are desirous of becoming home owners, but lack tne necessary tunas. Organization of . a second mortgage company to take care of the differential between the cost of construction and the borrowing power of the builder has been suggested and probably will be ef fected according to campaign officials. The meeting will be held in the Yeon building at 4 o'clock. Members of the committee are: J. B. Kerr, chairman; J. L. Hartman. J. C. Ainsworth. Paul C. Murphy, E. F. Lawrence, J. H. Har tog and O. H. Electrical Dealers Will Work at Cost For Home Campaign The "Own Your Home" campaign has been riven a material boost by the mem bers of the Oregon Association of Elec-; trical Contractors A Dealers through an action taken at their meeting held at the Imperial hotel last Monday evening. Desiring to - do their share towards furnishing employment for . the returned soldiers and also to relieve the present shortage of dwellings for working peo ple, the members of the association have offered to install electric wiring for lights in residences at rates that are ordinarily less than cost. Anticipating that there will be a considerable volume of house wiring work, they have elim inated from their prices a certain 'per centage of the customary overhead ex pense and are giving this . to the cause. This is considered by the managers of the "Own Tour Home" campaign to be a very generous offer by the electrical contractors and is much appreciated. Pink Enamel Leg London, May 24. (U. P.)
