Investigation of the charges of al ' leged . discrimination made by W. J. Jones, Portland stevedore, against C D. Kennedy, Portland head of the operat ing department of the Emergency Fleet I corporation, was begun today with the arrival from San Francisco of Thomas A. Thsfcher. attorney for the division . of construction and operations. Mr. Kennedy has been accused of -patronizing certain concerns exclusively and of permitting the government to pay exorbitant prices for ' the lumber used in lining ships. Objection ,1-1-8 been Vmade to the manner in which Kennedy has let certain contracts on government - account. "I am here to give the whole question - a preliminary investigation and am act-i-lng under the department of operation f and construction," he Bald. Inauguration of a Portland-Lewlston service with the river steamer Graha t imna, the- service to commence about , July 1, is announced by the Oregon City Transportation company, the pioneer concern which haa been operating rlvpr .' steamers on ,the Port land-Salem-Cor-vallis run for more than 30 years. The , company recently withdrew from the old route. The Oregon City Transportation com pany is composed of some of the veteran - river men of this section, and Captains v A, VV. and A. B. Graham, who .have " been associated together in the trans portation business on the former run, will continue on the new schedule. " i - The cartoon is headed. "An Appeal to Unclie Sam," in which the interests of the United States government, the yard owner, and the public are depicted. "Portland shipbuilders, workers, and the public ask that the shipyards be not closed," Is the message which ap pears under - the picture. The Pilot contains a variety of shop news, every department of the work being covered. Included In . the news columns Is the account of the shipment of three Scotch marine boilers to the Southwestern Shipbuilding company of San Pedro, Cal. The Columbia . River Shipbuilding corporation makes its own boilers and a government contract for 30 of these boilers is now being executed. WAR PAINT TO BE REMOVED Tug Oneonta Will Doff Present Dress and Take on Peace Time Colors. ' Having served her purpose as a unit of the ' United States navy during the late war operations, ' and having no further use for her war time paint, the port of Portland tug, Oneonta, which has just been turned back to the port by the navy authorities, will soon doff her war dress and substitute paint of peace time nature. When the authorities at Bremerton took over the tug on a rental basis they made certain alterations of minor char acter to ; the boat and - repainted the hull and deckhouse a prey color, in order, to decrease, the visibility of the craft at sea. It is now the purpose of the commission to paint the boat black, to accomplish a visual effect just the opposite to that of the war require ments. . Dredge Makes Progress Rapid progress is being made by the port of Portland commission dredge. Tualatin, on the excavations being made in Oregon slough in connections with the fill at the site of the livestock exposition grounds, , on the peninsula. The work will require the removal of about 250.000 cubic yards of material. The material is being dumped on the banks of the slough near the Derby street approach to the Interstate bridge.
