None of the money spent for land settlement would be lost to - ' the state for It would constitute a re ' volvlng fund to be used over and over again. v "In short, if unemployment conditions . justify the voting of the bond Issue the money will all represent Investments of high order and the objects are worthy of public support, sooner or later, on their - own merits. If there Is not an emergency in unemployment when the time for the election draws nearer It will be difficult to ascribe an emergency character to the work proposed.
