Including machinists, totaled 1127 for the period March 1 to March 15, accord Ins to the latest figures of Statistician Captain H.-K. MitcKlll of the Kmergency Fleet corporation. " St. Helens Shipbuilding company, loss, 27. MURDER WARRANT AWAITS MATE - Frederick Hansen of Schooner Edward . H. West Charged With Crime. .: Charged with the murder of Charles Hannan. second mate on the American schooner Edward R. West, First Mate Frederick Hansen is facing arrest, and it is expected that he will be taken into custody on a warrant issued by United States Commissioner Francis Krull of San Francisco as soon as the schooner makes? her appearance off the Golden Qate, Inbound with a cargo of copra. Owing to the fact that the vessel's cargo has been sold since she sailed from Sydney, Australia, however, the ' schooner has been ordered to proceed to Portland, where, the copra will be discharged. According to the charges, the second mate was knocked overboard by his superior officer while the vessel was in midocean. Ropes were thrown to the man and a boat was launched in an ' effort to rescue him, but Hannan sank before the lifeboat could reach him. Captain C. W. Brasting, master of the Edward R. West. Is also involved, in that it is charged that he made a false affidavit to the American consul at Durban. South Africa, to the effect that Hannan had stubbed his toe and fallen overboard accidentally. Members of the Craft's crew submitted counter affi davits blaming the first mate. The Edward R. West has made the ' Columbia river on previous trips. Her present cargo .was consigned to Comyn Mackall & Co. originally. STEAMER COMPLETES CARGO West Imboden Will Take Flour Direct to Italy. The new steel steamer West Imboden, ; which will carry a cargo of food sup , "plies' from Portland and Puget Sound : direct for Italy, finished loading 4000 tons of flour at the elevator dock jn the local harbor. The ship will proceed to the Sound to take on 3l00 tons of canned ' - salmon. Captain Walter H. Ferguson, master of the steamer, is a skipper of many " years' experience. He has recently been employed on government vessels and was at one time some years ago judge ' lu Alaska. Chief ' Engineer Thomas F. Donohue was formerly In the employ of the Pa cific Coast Steamship company and was . during the late war, a lieutenant in the naval reserve. Standlfer Construction corporation of Vancouver, Wash., was announced to day by Lieutenant Harold C Jones of the sea service bureau. Archibald Mc-, Kay is master and Henry E. Wilson Is chief engineer.- The steamer will not be ready for operation until a later date. Mrs. Caliope Fennell, said to be wanted in New York on a charge of violating an act prohibiting the sale of a ship under United States registry to a citizen of a foreign country, is being held here by United States Commissioner J. M. Wil kins. It is charged that the woman was a party to an attempt to sell the wooden motor schooner Leon id as to a citizen of Greece. She was arrested in her room at a local hotel on a fugitive warrant. Cleveland Garment Workers on Strike Cleveland, Ohio, March 19. (L N. S.) Demanding recognition of the union and shorter working hours, 4000 men's garment workers of Cleveland went on strike today. The workers paraded the principal streets of the city under strike banners. Louts Hollander, organiser of the strike, said eight of the manufac turers here had accepted the demands. May Avert Railway Strike in England London, March 19. (X. N. S.) British railways are prepared to make further concessions to the men in an effort to avert a strike, it was learned today by the Central News, i J. H. Thomas, head of the railwaymen'e union, who flew to Paris in an airplane to confer with Pre mier Lloyd George on the labor situa tion, has returned and announces that the conference was successfuL Three Lost ia Mine Fire New Kensington, Pa-, March 19. Indications that the state 'Chamber of Commerce membership drive which Is going on all over the state this week is being favorably received in the out lying counties continued to pour Into the state membership headquarters to day. 1 Alt of the central and nearby coun ties' have filled their quotas and reports coming from A. G. Clark, manager of the Home Industry league, who is tour ing Harney. Malheur and Grant counties, indicate that these districts are taking a big interest. In the plans of the Ore gon organization and intend to place their counties up to the membership re quirements before many more days En thusiastic meetings are beginning to be the vogue In southern counties.. - Ciackmas county has secured 80 of their quota of 104. members and 1 Ad ams, chairman for this county, reports that the county will be over the top by this evening. Klamath Falls tele graphs that they will have one of the livest organisations in the state, mem berships continuing to swell their num bers. Giving a practical demonstration of the interest that the state organization ia going to take in state matters Di rector Etherldge appeared at the Pacific Telephone rate hearing in behalf of the people of Oregon showing opposition to the proposed raise in rates. He asked for a postponement until the chamber could submit additional testimony but the request was held in abeyance until the present testimony has been assim ilated. Ranchers Short of Help and Appeal to City for 'Workers Agricultural sections of Oregon are beginning to make their annual plea for labor, a letter received Tuesday by, the Portland Chamber of Commerce, asking that 25 men a week be supplied for the ranch district bordering on Burns. The letter was sent to the local or ganization by William Hanley of Burns. He says that the war emergency took away a large number .of young men and that many of the remaining workers went to the larger Industrial centers, be ing attracted by the high wages. The rancher indicates that the time has ar rived when this shortage must be met with a new and steady influx into most of the Oregon ranching sections. The letter suggests that a large num ber yill find excellent farm openings. Bank Robbers Are Captured in Fight; Loot Is Recovered Jamaica. L. I.. March 19. (I. N. S ) Two of the four armed bandits who held up and robbed the First National bank at Free port, L. I., today and es caped were captured after' a pistol bat tle with motorcycle police here this afternoon. One of the bandits was wounded. All four bandits were speeding through Jamaica in a high powered automobile when Motorcycle Policeman Wanlinge of the Jamaica precinct and. a comrade gave chase. Several shots were exchanged and the bandits abandoned their car. Fred Ralthnel of New York was shot in the back and shoulder by the pursu ing policemen and David Brown, also of New York, surrendered. The other two bandits escaped. All of the loot is said to have been found in the motor car. . Accused Moonshiner Yields When Hunger And Cold Unbearable For days and nights in the wilderness nefer Tillamook, in freesing temperature and in snow, Leone Sebastino, accused of operating a whiskey still, eluded state authorities, and was taken only when he was too weak to proceed fur ther. He suffered from the elements when he escaped from the Tillamook jail after his first arrest. Taken into custody Monday . by federal officers he was brought to Portland and this morning was bound over to the federal 'grand jury by United States Commissioner Drake. Summer Homesite Plan Is Approved District Forester George Cecil has ap proved . a new plan- of summer home sites on Spirit Lake , in the Columbia national forest, consisting of. 41 sum mer homesites, one hotel site and pub lic camping grounds. The location is about one fourth mile from where the boys' department of the Portland T. M. C. A. has its summer camp. . Spirit Lake is about 105 miles from Portland, on the side of Mount St. Helens and accessible by automobile. This is the second group of summer , sites ; estab lished on the lake in accordance with the forest service policy of recognising recreation as one of the major activities of the service. " Girl Is Kidnaped ': When Going to Work San Francisco, March 19. IV. P.) Josephine Castro, 16, a Spanish girl. Was kidnaped this morning while en tering the laundry where she works. The abduction took place in plain sight of many of the employes -but happened so speedily that they were powerless to prevent it. , The girl was Just about to enter the building when a taxlcab drove up to the curb and s, young- man stepped nit, seized the girl by the arm, dragged her into the machine. S Edward W. Rumble Funeral services for Edward W." Rum ble were held at Flnley's chapel this morning at 11 o'clock. His sudden death of heart disease Monday morning came as a great shock. t Mr. Rumble possessed a most genial, kindly nature which endeared him to all who knew him. . He was connected with the highest financial circles of this city. He Is survived by his widow and his parents, Mr. and Mrs. J. A. Rumble, pio neer residents of Joseph. Or., where he will be buried Thursday afternoon. Commerit Withheld By Chamberlain on Reply From" Baker Washington, March 19. (I. N. S.) Senator Chamberlain, chairman of the senate military affairs committee, who, in a - telegram to Secretary of War Baker at San Francisco, requested that Lieutenant Colonel Ansell's reply to Judge Advocate General Crowder's re cent criticism of him be made public, today received a reply from the secre tary of war. Besides admitting that he had heard from the secretary. 'Sena tor Chamberlain refused to make any comment. "I will have something to say later," he asserted. The Ansell-Crowder con troversy arose after . Ansell. then act ing Judge advocate general, testified before the senate military affairs com mittee that the system of administer ing military justice had glaring defects which permitted many unjust convic tions. Two Burned to Death Detroit, Mich., March 19. (I. N. S.) Carl Sokam. 60, and his wiuowea sister, Thm-ess. Adamek. 75. the woman reputed to be worth $40,000, were burned to death eitrlv today when their home was de stroyed by fire.
