Dirertor General Charles Plez of the United States shipping board has made public he resolution under which the cancellation of contracts for the build ing of wooden ships Is operative. Oregon builders are deeply concerned In the cancellation order -which has .topped work on 21 keels of this dis ' trict. - Cancellations shall be -effected and adjustment of damages made according to the following procedure: The general classes of contracts of obligations which are to be cancelled shall bo determined by the board of trustees, but specific contracts. or oblige tlons within th general definition and authorisation of the board of trustees, may be made by the director general or the general manager. "The director general and the gen eral manager are hereby Instructed and authorised to entrr into negotiations for the settlement of claims arising out of . cancellations of contracts ordered or au thorized by the board, t I,os8 Considered "The director general or the general manager in authorised to make settle ments with' claimants which do not in volve a net loss exceeding 125,000, and to make and pay the agreed amount of the ettlenient without antecedent author ftty. .Settlements or adjustments where I the net loea to the government in any Mingle claim would exceed $25,000 may be made, by the director general or gen eral manager, with the concurrence of ; one other person to be nominated by "I the general manager and approved by the board of trustees. "In general, no allowance shall be made for prospective prof itrunlens spe cifically provided for under the cancel lation clause of any particular con tract. The director general and gen eral manager are, however, authorized in their Judgment and discretion, when necessary, to make an allowanco on account of prospective profits not ex ceding 10 per cent of the contractor's cost to the date of cancellation of the contract. Slay Suspend Work "In any case where the director gen eral or general manager would rec ommend ttje.,; cancellation of the con tract, they are authorised in the name of the corporation to request the con tractor to- suspend work . under the contract in whole or in part until further notice, and to request the con tractor to make a duly verified state ment Showing in detail information as to the progress of the work in the exe cution of the contract. "The director general or genral manager-is authorised to make such orders- as to the completion of particu lar 'machinery and material and the shipment and storage thereof, as in bis discretion will produce the great est salvage to the United States." The director is also authorized to dispose of such material and ' equfp ment, either in the finished or unfin ished state, at proper prices. In transactions, however, involving a flat loss df more than $25,000 to the government the procedure shall be set tled according to paragraph No. 2 of this resolution. - The resolutions apply only to can cellations Miade in the public interest, tfnd not for cause. WINDJAMMERS IX HOT RACE Ship Dunsyre and Dark Bretagne Test Speed Qualities. San Francisco. Jan. 7. (I. X. S.) TVhen the ship, Dunsyre and the French bark Bretagne fell lri with each other ,at eea .2000 miles off San Francisco, there began recently one of the most curious races recorded here in many ' ft day. The Dunsyre, ,with all sail set, was 10 miles ahead of the Bretagne every morn ing, having made the gain during the night. The Bretagne was similarly 10 - miles ahead of - the Dunsyre every eve ning, making her gain, during the day.' As the race terminated at night, the Dunsyre was the first to make port. Both vessels came from Sydney, arriving here January 2. The steamer Flrwood. under charter to TV. II. Grace & Co., arriyed here Mon day from Iquique with 1725 tons of nitrate. The barkentihe Hawaii, Captain Agi dldus. which arrived from Sydney, 'brought 1505 tons of wheat to Balfour, Cuthrie A Co. - Steamer Launched at Tillamook , . Successful launching of the hull of the new wooden eteamer, Bedloe at the Feeney A Bremer yard at Tillamook was reported by wire to the local of fices of the Emergency Fleet corpora tion. . - The boat, which had stuck on the ways, leaving the stern in the water and the bow clinging to the ways, was' slipped into the water at high tide early this morning. It is not believed that the hull has suffered any damage. Experts from the Emergency Fleet corporation were present at the launch ing. It appeared that the ways were constructed with only "half an inch fail to the foot. The Webb Kenyon Itw forbidding shipment of liquor into a dry state is constitu tional and does not violate the consti tution in the regulation of interstate commerce, the supreme court of the United States declared this afternoon. NATIONAL LAUNDRY IS DAMAGED BY FIRE, BUT GARMENTS ARE SAVED Blaze Results When Fireman At tempts to Light Burner and Gas Explodes. All garments, laundered and unlaun dered, were saved from burning by em ployes of the' National laundry, East Eighteenth and Clay utreets, when the structure caught fire at 7 o'clock this morning. Explosion of the center fur nace of a battery of three caused the f.'re. The fireman, Henry Davidson, was badly burned. The burners In the center furnace be came extinguished, but the fuel oil .con tinued to vaporize, filling the chamber with gas. Davidson attempted to re light the burners instead of opening the door and allowing the gas to escape. This caused a violent explosion, the flash burning him severely on the face and hands. He was taken to St. Vin cents hospital. The flames spread from the boiler room through holes in the floors to the utfpor floors and damaged much of the machinery and a corner of the building itself. In spite of the menace of the spreading fire the employes ran to the machines and secured all the garments in process of laundering. The fire de partment held the flames to the one cover of the building where they start ed, and prevented their spreading above the second floor. Engines 23, 1, 7 and 22, and trucks 2 and 4, answered the call. Chief Dowell and Battalion Chief Holden were present. The -management Immediately an nounced that arrangements have been made with other laundries to handle the National's business and deliveries, at the most, will be only a day late. it was estimated that about $3500 damage was done to the building and about $1500 to the machinery. The building is covered by insurance for $27,000. It is owned by L. II. Sammons, tred Wrtght and Knute Anderson. All Hawthorne cars were blocked by the fire. A temporary track was laid over the hose, but the street cars could not operate over this track on account of the ice, which caused the emergency track to slip ahead each time the wheels struck it. the extreme length of the ways, had much to do with the failure to launch the vessel at the first trial.
