Ji MWMSaSBSHSSSMMS EXTRA SESSION MOOT TOPIC Senate Likely to Be Called to Take Up Consideration Treaty to Be Made in Paris. Washington. D. C, Dec 28. (WASH INGTON BUREAU OP THE JOUR NAL) With two announced candidates, the contest for speaker of the next house is developing slowly, with no indication that the matter Is soon to .be settled. A large number of Republican members are not committed, particularly new members not now in the house.' . James R. Mann holds the advantage at present, because the minority leader visually becomes speaker when the party gains power, and Mann has been mi nority leader for years. He is recog nised as an able parliamentarian and a hard worker, who masters details of legislation. ' Weighing against him is the fact that to a large part of the country he is known as a reactionary, that he has .been somewhat arrogant in suppressing other Republicans who were trying to "do their bit" on the floor, and his health is somewhat a doubtful factor, although his doctor has pronounced him fit after a year's rest from his usual activities On the floor, . Glllett Also With Old Crowd The other announced candidate, Fred erick II. Glllett of Massachusetts, has also worked with the old crowd in the house, and the progressives cannot see much difference between them, except tUat Glllett 4s presumably erudite and more intensively trained in caring for the. . manufacturing Interests. He is somewhat less aggressive than Mann, and during Mann's Illness made no great Impression as a temporary leader of the .Republican minority. Many Republicans of the house would ' like to escape both from Mann and Gil ltt, but they do not" know where to fly. . There Is no conspicuous progressive - among them, and the plain truth is short on timber for this office. One of the comfbrtlng features of the situation is that the speaker has little to do since bis autocratic powers were taken away in Uncle Joe Cannon's time. Some believe that .Mann would revive something of the power of the speaker, even at the cost Of a rift in party harmony. . Extra Sfsnlos Unsettled " This is the guessing season as to whether there will be an extra session ef the new congress after the fourth of March, and the season seems likely to remain open for some time. Speculation . concerning it ran through the debate in the senate on the revenue bilk Senator Penrose said that congress iust "inevitably' be called In extra, ses sion, while Senator Simmons, the only Democrat who replied directly, sa4d he had '- no information, but assumed that there may be no session of the next : congress until next December. : Senator Townsend put his belief in the extra session on the ground of. - rail road legislation. He took the sugges tions of Jhe president and Secretary McAdoo i for haste in considering the railroad Question as meaning that an extra session will be held. Senator Lodge also gave the opinion that mat ter other than revenue will bring the new congress to Washington early next year. . It appears certain that the senate will be called to consider, the peace treaty, but the senate may1 be called alone for that purpose. It will so far overshadow legislative matters that the ' president may decide that it should be finished before the house is called In to act on general matters of legislation. Protection for Coast The Pacific coast is to be more ade quately-protected hereafter than ever before. This ' can be predicted without regard to' the final decision of the peace ' conference or of any conference fol lowing as to disarmament or reduction of armament. ' If the result is the cutting down or the dlsbandtnent of navies, the Pacffic will then of course enjoy the same pro tection and the same guarantees that every 'Other coast and country eniovs. If the result is to continue the policy or a large navy, such as the naval esti mates provide and the administration , is supporting, the fleet will, be large enough, to permit of strong units being . placed on the Pacific coast, and several . naval officers have declared that the nation must look forward to that pur :' pose. . Indorsement now comes from Senator Lodge, whose Ideas are important, not merely because he is the Republican leader in the senate, but because he Is a representative of Atlantic state sentl ment, which usually has maintained that the navy should be held in con centrated units on the' eastern coasts, Lodge in a recent speech In the senate - said: - obliged to consider in the past on the Atlantic coast has ceased to be. We need a powerful navy In the Pacific and I am sure that we shall have a navy sufficient to furnish that fleet to : tne racirio coast." Grand Jury to Take Tip Score of Oases Pendleton. Dec, 28. District Attorney Keator says there are about 20 matters to be In . vestlgated by the Jury. .The grand jury ' is called for January 6. Oakland, Cal, Dec 28. (L N. S.) Accused of having looted a bank headed by. his uncle at Nelllsville. Wis.. Fred Vesper. 15 . years old. Is under arrest here today. Vesper refused to discuss ; the ' case, t? The youth's arrest was the result of a telegram from Sheriff Harry . Hewitt of Nelllsville, asking that Ves per be detained as a bank robber. The telegram gave no 'details.'
