But it is predicted that the legislature cannot provide for the needs of the state government and hold its appropriations within the funds in sight for the next two years. The biennial budget, compiled by Sec . retary of .State Olcott from estimates submitted to htm by the heads of various departments and branches of the state government and state activities, shows a total of $14,561,649.92. but $5,383,854.11 an be eliminated without further con sideration, as it represents contributions paid into the state Industrial accident fund, fees to be applied to specific pur poses, and receipts not paid Into the state treasury. Hat Its Work Cat Oat This leaves $9,167,795.81 for the legisla ture to worry over. Included in this sum Is $901,100, representing continuing ap v proprlatlons now in effect, and $1,947, 51.7. representing mlllage tax levies for the O. A. C, U. of O., Monrnfltrth Normal, -roads and county fairs., leavings $6,319. 044.03 to be met by direct appropriation. To take care of this $9,167,795.81 the state has, in sight revenues aggregating $7.870.G80.97. thus leaving a deficit of $1, 297.214.84. Ac tion will be taken by the house foreign affairs committee soon after the Christ mas holidays on the resolution which carries a request from congress to the United States peace commissioners to urge on the peace conference action that will Insure for . Ireland self-determination of Us form of government. The speeches and arguments in sup port of: such - action by congress made two weeks ago by the members of the delegations numbering 200 American men and women of Irish birth or ex traction, are being printed by order of the committee and BOOO copies of the pamphlet will soon be ready for uistri bution. It was stated today. - It was forecast by members of the house generally that the action of the committee on the resolution will be fa vorable, and that the resolution will go to the house with the recommendation that It be passed. Many members of the house, not mem bers of the committee, who are in ac cord heartily with the principle of the resolution declare they are working actively, in its support and are asking the opportunity to advocate it on the floor of the house. They- add that they desire to refer to recent reports of alleged conditions in Ireland, especially the request that the Island was being Inflamed by Bolshevik agitators from America; The rigidity of the passports regulations enforced by both the United States and the British government makes such a condition im possible, they assert, tufcile Information from reliable sources Indicates that the political activities in Ireland are of a "healthy character and confined mainly to a contest for votes amonff the Sinn Fein "and rival political parties.'" Gas Shell Menace In Future Warfare Foreseen by Expert With, the American Army of Occupa tion in Germany, Dec. 53. (By courier to Nancy) (I. N. S.) "It may sound fanciful, but the next naval battle will be fought with gas shells," said an American military expert today in dis cussing the future of warfare. "A. barrage will be directed In the path of the enemy similar to smoke screen. The deadly fumes will be drawn through the ventilators, overpowering or killing the crew. They might as well begin building naval units now with devices to protect the funnels and ventilators. The day of coal consuming ships has passed. Ships in the future will be run entirely with oil and electricity. "The war has demonstrated the neces sity of radical Innovations In artillery Lon land.
