The wheat miller shall sell flour and feed at not more than a reasonable advance over the averag purchase price of the wheat from which it la manufactured, plus the coat of pack age; provided that if any such miller pays mora for wheat than the customary market price in that locality, as evidenced by the fair guaranteed price basis established by the president s proc lamation of February 21. 1918, be shall not Be permitted to include la bis average purchase price, " for the purpose of this rule, the excess over such customary market price. Fair Price Schedules. The United States food administration will publish from time to time and furnish to any wheat miller a maximum fair price schedule for flour and feed estaonsnea witn relation to the guaranteed price basis for wheat. Any sale of wheat flour, mixed flour, whole wheat or graham flour .or wheat mill feed in excess ot this fair price schedule will do (anted as a violation of the above rule, and any sale at ' a prico at or below the fair price schedule will be regarded as a compliance with the above rule. Mixed Flours. The above, rule and fair price schedule apply to "mixed flour" and whole wheat and graham flour, at well ss to wheat flour. Sale of mixed flour, whole wheat and graham flour wftl be considered to return an excessive profit if made at a price in excess of the fair price schedule or of the licensee's current sell- ins price of wheat flour. - Soft Wheat Feeds. The food administration will regard as reasonable the sale of soft winter wheat mill feeds at a price not more than 82 in excess of the maximum fair price schedule for .other wheat mill feeds'; provided that all ship ments or deliveries of such mill feeds are made in pack axes which are plainly marked "aoft winter wheat." Wheat Screenings. (Cancelled December S, 1918.1 Interest on Arrival Drafts. Interest on arrival drafts on sales ot flour and feed may be in cluded in invoices ts a separate item, and ia chargeable over the fair price schedules where definite arrangements to that effect are maoc between buver and seller. The food adminis tration will regard at reasonable the sale of self -rising wheat flour at a price, not more than 50 cents per barrel over the licensee s maximum fair price schedule for 100 per cent straight gradi wheat flour, Blenders. The food administration will gard as reasonable a margin of 23 cents per barrel over average cost, for blending wheat flours or for blending wheat, flours with substi tutes, the cost to be - considered as the average invoice price delivered at the blending plant. Union Pacific moving up H i to 1294 and Southern Railway advancing H to 80 H. Steel common yielded to 96 H and then rose to 66 H. There was the usual wide swing, in Mexican Petroleum- which, after dropping from 166 H to 160, moved up to 167 H. Marine pre ferred advanced H to 111 H. American Smelt ing made a gain of to 82 H . Brooklyn Rapid Transit was the weakest fea ture, failing to 28 H. Baltimore lc, Ohio ad vanced to 64. - Oft stocks were scain in demand with Royal Dutch advancing 3 points to 106 and Mexican Petroleum advancing to 167 H. Government bonds were weak with the fourth Liberty 4 H selling down to a new low record of 395.02. The chief feature of the trading nil through tha forenoon waa tha absence of selling pressure in the general list. The standard shares were strong with the majority showing sharp ad vances. r U. S. Steel was bought on a large scale, put ting it up from 96 H to 06, and a number of the rails were in demand, with Southern Pa cific moving If) 4 to 101 and Union Pacific making the same gain at 129 H. New Haven, after advancing to 33 H dropped to 32. Marina preferred advanced ' ?4 to 111. American Can was up to. 48, but this gain waa lost in the next tew minutes. There was a continuation of: heavy selling of the Fourth Liberty bonds, which sold down to a new law record of 94.80.
