DISCHARGE PLEAS

CONGRESS
Appeals, However, Are Unavailing
Ejccept When Made Through
- Regular. Channels. -
Washington. Dec. 1 (WASHINGTON
BUREAU OF THE JOURNAL) "Sena-
tor and congressmen are beginning to
.receive a flood of appeals from parents
of men la th service, and some from
the men themselves, for assistance In
' procuring discharges from the army or
; navy. -'i.'.-J
These appeals, it appears, do not
count. The'vwar and navy departments
' are nqs considering' applications for
. discharge except through the regular
, channels, that la, through the command'
- Ing officers. Complete Instructions
have been sent to alt camps, canton
merits and stations, so that the men
may be Informed how to proceed. -i
)'"". Discharges are to be granted first
' where there Is serious Illness at home,
and to those who make a showing- that

or occupation. Discharges are not to I o. Ksnetsky. Austin, Texas? J .cob c. Karpei,
be granted In wholesale to any certain
occupation
, Hen making application for discharge
are -expected to support their applies
tlons by a statement of facts which wilt
show the relative urgency of their
cases. Men who an regarded by their
commanding officers ' as particularly
needed may be. retained, however, until
the army Is Still further reduced
Members of congress say It Is useless
to direct appeals to- them In behalf of
Individual soldiers and sailors. All they
can do Is to advise that applications
for discharge be made In accordance
with the forms prescribed. Demobilisa
tion Is believed to be proceeding about
.as rapidly as could be expected,
