Rather liberal shipments or whole and rolled
barley and oats are being made from Portland
to interior points, a very unusual condition, but
one reflecting the scant holdings in the coun
try. Movement and offerings of millfeeda show an
increase but values are firmly held at prices
printed in this report.
Very little alfalfa hay is being offered from
Eastern Oregon or Washington but soma is
available from Idaho. The freight rate from
the Ciera state is so high that this keeps pur
chases from that direction very email.
Flour market is extremely sluggish owing to
huge offerings from outside points.

Chicago. Nov. 21 (1. N. 8.) Both grains
naa a strong undertone at the opening of trade
today. Corn, which opened fractionally above
yesterday's close, made alight gains during the
early trading, with local houses chiefly on the
buying side. On the upturn, while offers were
more numerous, they were not sufficiently evi
dent to cnecc tne rue.
Oata, which were a trifle below the close
of yesterday, maintained an even price, with
Duying reaauy aosoroing all oilers.
Provisions were dull and slightly lower.

termers are now more inclined to offer their
supplies because they have found that while
they were freely offered IH a pound at the
start of the season the demand has been ebbing
since then and values have declined as they held.
similar weakness is shown in practically every
bean market of the country. While several
weeks ago Were was a small spurt in the de

government allowed canncrs to resume opera
tions aunng November. Oecember and Janu
ary, the Mc per pound gained at that time has
been more than lost since. In fact, at this
time it is extremely hard to find buyers for
beans in the eastern markets. One of the big
eastern buyers wired a local Ann that the mar

and at this time there is scarcely any demand
in sunt. Another wired that the market was
very quiet with no demand from any source
at the moment. This firm stated that owing
to the prevailing conditions it was even unable

rivals were small and this consisted entirely of
poor to ordinary stuff.
General sentiment of the trade was that
prices were steady.

J. W. Hal! Denies Statement
Government Is Nw Building
Ships Under Old Arrangement
CONTRACT METHOD IS USED
Ships Either Built on Straight
Fixed Contract or by Tonnage
Cost in Case of Steel Ships.
Positive denial of statements unof
ficially made from time to time that
the 10 per cent plus cost plan la still
being- applied to shipyards in the Ore
aon district, waa today made by J. W.
Hall, assistant supervisor of the wooden
shipbuilding program in district No. 11
The rumor had gone out that aomo
of the plants in this uistrlct were
working under the plus cost method,
and that recently a large number of
shipyard employes were let out In
order to reduce the expense which
eventually would have to be paid by
the government.
Mr. Hall said: "Not a single ship
is being built in this district on ploa
cost plan, notwithstanding statements
to the contrary. Of course the gov
ernment reserves the right to plaoe
limit on the number of men employed
at the yards. But this restriction Is
put into effect at this time In order to
meet changed conditions. There was
a time when speed In construction was
the main Idea, but now conditions have
been altered materially. Efficiency is
now the watchword."
It is stated that the vessels in the
Oregon district, both wood and steel,
are being constructed on either the
fixed contract method, which applies
to the wooden craft, or the tonnage
cost as applied to the steel ships. In
cases where tha government, requires
extra work of the builders additional
compensation Is allowed them.

evidence showed that the captain had

with the accident. The mastermind first
